Cooling Pond Permitted Discharge

Dear Mr. May:
The purpose of this letter is to follow-up on a 48 hour verbal notification made under the requirements
of the HF Lee Energy Complex's NPDES Permit Number NC0003417. Section A(2), Note 1 of the subject
permit requires that the permittee provide a written description to the Division of a discharge of the
cooling pond within 10 days of a discharge event. The discharge event associated with Hurricane
Florence has continued over a number of days and for the purposes of this notification is considered to
be one singular discharge event.
Description and duration of Cooling Pond Discharge
As you are aware between September 14 and 17 there was a significant rain event attributed to
Hurricane Florence in much of eastern North Carolina.The H. F. Lee Energy Complex outside of
Goldsboro received approximately 20 inches of rainfall during this time. On evening of September 14,
the cooling pond level display in the control room indicated discharge from the cooling pond to the
Neuse River through the permitted outfall. However,conditions were unsafe to conduct a visual
inspection. The discharge event from the cooling pond is attributable to the large rain event from the
hurricane. This discharge was reported verbally to staff of the Division of Water Resources on
September 14. As required, samples of the discharge were taken on September 16, 2017. These sample
results will be reported on our Discharge Monitoring report for September, 2018.
On September 17,2018,the rising Neuse river began to flow into the cooling pond via the Outfall 002
spillway further raising the water level of the cooling pond. We did not experience a discharge from the
newly constructed emergency spillway located on the southeast side of the cooling pond which was
designed to a higher elevation than the spillway at outfall 002. As of the date of this letter,the
discharge was continuing from permitted outfall 002 with the cooling pond level approximately 1 inches
above the discharge structure. The discharge will continue until such time that the water level falls
below the discharge structure level. It is anticipated that this discharge will cease within the next few
days. Should that estimate change we will provide an update during our ongoing verbal
communications with your staff.

Duke contractors and staff have been obtaining and analyzing daily samples from within the Neuse river
above and below the H. F. Lee Energy Complex since September 18, 2018. These results have been
provided to your agency as results have become available and indicate that there is not any impact
within the river caused by this release.
