This submittal is to e>press an interest in obtaining a Stormwater Permit for the ACP Fayetteville Contractor Yard —
CY10A located off Downing Road in Fayetteville. As part of the Atlantic Coast Pipeline (ACP) project, Dominion
Energy Transmission Inc. is proposing to construct a contractor staging area appro)amately 3.3 miles southeast of
Fayetteville, North Carolina on U.S. Highway 24. The construction of the proposed contractor staging area will
increase the runoff from the site and require attenuation for the 1-year, 24-hour storm as well as significant TSS
removal. Due to the high seasonal high water table and topographic site constraints, two stormwater wetlands are
proposed as stormwater control measures for the proposed contractor staging area. Please find attached an
application and associated documents for a stormwater wetland design to achieve the minimum design criteria asked
for within NCDEQ's Stormwater Design Manual.
