PROJECT SUMMARY: Applicant proposes to construct a 25 slip marina in the public trust waters of Pembroke Creek, Chowan Co., A 230' boardwal will lead through a forested wetland to an upland area. A grassed parking area with 2 toilets and 2 showers connected to City sewage will be built here. PEMBROKE BOATING CLUB BIO REPORT PAGE 2 SITE REPORT Applicant, The Pembroke Boating Club, has permission of the owner, Dr. David Wright, to construct a 25 slip marina and boardwalk on his property adjacent to Pembroke Creek, Inland Waters,'Chowan County. The 4.2 acre site borders Pembroke Creek and is approximately half upland dominated by large oaks and lawn grasses. The other half of the property is a 11404" forested wetlands dominated by yellow water lily, bald cypress, red maple, 'wax myrtle, royal fern, smartweeds and blue flag iris. This wetland is a pond created by the U.S. Fish Hatchery in the late 1800's. The levee which separates the pond from the river is mowed lawn grasses with bald cypress and azaleas planted along it. Pembroke Creek waterfront is bulkheaded. An existing 140' pier is located 300' upstream and a low bridge 200' further upstream. The applicant proposes to construct a grassed parking area with two toilets and two showers connected to City sewage on the upland portion of the property. A 230' x 6' boardwalk will cross the wetland and connect to the grassed levee. Applicant proposes to construct a 6' wide pier 128' out into Pembroke Creek in -9' deep water.at the location of an existing 30' long pier. Piles will be driven and small finger piers constructed to allow 15 boats to dock (diagram A). Additionally, 10 slips will be constructed along the bulkheaded levee for approximately 1501. Between the two lines of slips, applicant proposes to construct a 900 sq. ft. deck over public trust waters. "No Discharge" signs will be posted where specified. ANTICIPATED IMPACTS With the placement of the boardwalk, approximately 1380 sq. ft. of 11404" forested wetland will be bridged. Construction of the boat slips and deck will usurp 12,780 sq. ft. of public trust water. The 128' pier will create some hindrance to navigation. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on 8 Vz x 11 white paper. (Refer to Coastal Resources Commission Rule 7j.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16. high quality copies are provided by the applicant. (Contact the U.S. Army Corps of Engineers regard- ing that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency per- sonnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management. A list of the names and complete addresses of the adjacent waterfront (riparian) landowners. These individuals have 30 days in which to submit com- ments on the proposed project to the Division of Coastal Management.
