The Application provides adequate assurance that the discharge of fill material into a wetlands area adjacent to the waters of Atlantic Intracoastal Waterway in conjunction with the proposed boat ramps in Brunswick County will not result in a violation of applicable Water Quality Standards and discharge guidelines. Therefore, the State of North Carolina certifies that this activity will not violate Sections 301, 302, 303, 306, 307 of PL 92-500 and PL 95-217 if conducted in accordance with the application and conditions hereinafter set forth. Condition(s) of Certification: 1. That the activity be conducted in such a manner as to prevent significant increase in turbidity outside the area of construction or construction related discharge (increases such that the turbidity in the Stream is 25 NTU's or less are not considered significant). 2. That all concrete which is poured in place below MHW be poured at low tide and that the forms be completely dewatered. At no time shall wet concrete come in direct contact with surface waters. 3. That best management practices for minimizing stormwater runoff impacts to SA waters be incorporated in the project by either grading the parking areas to direct stormwater runoff away from adjacent SA waters or by the provision of a vegetated buffer zone between the parking areas and the bulkhead. Stormwater runoff from parking areas should not be allowed to flow directly into SA waters. Violations of any condition herein set forth shall result in revocation of this Certification. Project Summary The applicants propose to construct two public ramps adjacent to the AIWW at Holden Beach. Also the shoreline of the high ground tract will be bulkheaded. J w i,ldlife Resources Commission page 2 9, Project Description The project is located adjacent to the AIWW (south side) under the new bridge at Holden Beach. North Carolina Highway 130 crosses the AIWW via the bridge. There is an existing private ramp on the east side of the bridge pilings. There is a patchy fringe of Cordgrass march located within the project area measuring 10' wide x 20' long. The plants in this fringe exhibit a dwarf growth form and do not appear to be too healthy. This may be due to the erosion of the bank within this area. The waters are classified as SA open and are not a designated nursery area. The high ground tract is approximately .75 acres in size. The applicants propose to bulkhead the shoreline of the property, to construct two public boat ramps with docks and to provide parking for the ramp users. The proposed bulkhead will be approximately 145' long from end to end. There is an existing bulkhead to the east into which the structure will tie. It is aligned at or above the mean high water (mhw) contour and landward of all marsh. The two boat ramps will be located just west of the middle of the property. Each ramp will be approximately 14' wide x 70' long. Three cat walk piers each 4' x 40' will be constructed to serve the ramps. The ramps will extend approximately 35' and 40' below the mhw contour. The parking area will be graded and filled with 4" clean crushed stone. Water will be directed behind the bulkhead and will seep though the filter cloth behind the wall into the adjacent waters. In order to obtain the correct grade for the ramps approximately 20 cubic yards of material will be excavated. 10. Anticipated Impacts The project will cause to be consumed approximately 200 sf of dwarf Spartina alterniflora. This loss is not considered significant due to the public benefits to be gained from the project. The bulkhead should have a negative slope away from it in order to prevent direct entry of stormwater into the adjacent SA waters. Submitted by: C. G The Department of Natural Resources and Community Development hereby gives public notice as required by NCGS 113A-119(b) and 143-215 3(a)(1)(c) that NC Wildlife Resources Commission of Raleigh, NC filed an application on September 23, 1988 for a permit from the Division of Coastal Management to develop in an Area of Environmental Concern and for certification from the Division of Environmental Management that a discharge of fill material in project wetlands will not violate applicable water quality standards.
