Dear Mr. Lawrence:
Reference your application of March 31, 1988, for Department
of the Army authorization to use a hydraulic vacuum system to
tavesti_gate an underwater wreck located in Otter Creek near
Or__ental, Pamlico County, North Carolina.
For the purposes of the Corps of Engineers' Regulatory
Program, Title 33, Code of Federal Regulations (CFR), Part 330,
published in the Federal Register on November 13, 1986, lists
nationwide permits. Authorization was provided for minor work or
temporary structures required for the removal of wrecked,
abandoned, or disabled vessels or the removal of manmade
obstructions to navigation.

8. PROJECT SUMMARY: The State of North Carolina's proposal is to use
a hydraulic vacuum system to investigate an underwater wreck
located in Otter Creek, near Oriental,Pamlico County.

The proposed project is located.at the confluence of Otter
Creek and Green Creek, in Oriental, Pamlico County.
The proposed project is to conduct an underwater
archeological survey of a 200 year old large sunken sailing
vessel. The State of North Carolina is proposing to conduct
this project by using a hydraulic induction dredge with a 3"
intake which will be exhausted through a surface screening
box.
Approximately 52 cu. yds. of material will be screened from
the wreck (over a 5,000 sq. ft. area) and the spoil
materials will be discharged in open water away from the
wreck. The wreck will be backfilled by placing
approximately 25 cu. yds. of sand inside the wreck to
stabilize it and prevent the hull from collapsing.
10. ANTICIPATED IMPACTS: The project as proposed will create
some short term turbidity in the waters of Green and Otter
Creek. The waters of Green and Otter Creek are classified
as "SC" by the Division of Environmental Management and are
closed to shellfishing by the Division of Health Services.
The proposed project is also located near the edge of a
Secondary Nursery Area as established by the Division of
Marine Fisheries.
The public benefits of the project will most likely offset
any environmental impacts.

In addition to the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 V2 x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 113-229(d).

A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 Y2 x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 113-229(d).
