4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The site is mostly wooded, with several dirt roads traversing through the uplands. There is one previously installed road crossing on this site (i.e. Impact Area B1 and B2 on the
attached Site Plan), which was never paved. To SEGi's knowledge, the crossing was installed during a period when notification to the USACE and/or DWR was not required (Dec. 2002).
The crossing is depicted as upland on the last USACE approved Wetland Boundary Survey (see attached). Residential is the general land use in the vicinity.

The purpose of this project is to construct two road crossings through wetlands, which will provide access to uplands where 13 multi -family buildings,amenities center, sidewalks, parking
spaces and infrastructure, including stormwater management system are to be located, and sidewalk along Drive C.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The project consists of filling 0.115 AC of wetlands and 119 LF of warm water stream, which is necessary to facilitate the construction of 4 roads (Impact Areas A, 131 and B2, C and D)
and part of the sidewalk system (Impact Area E). Impact Area A (0.013 AC) is necessary to install the County's preferred design for the Road H intersection (see attached). Impacts 131
(0.018 AC and 32 LF) and B2 (0.009 AC and 20 LF) are necessary to facilitate the replacement of the existing culvert with a box culvert and accommodate a 2:1 slope, off the edge of
the pavement, on each side of Road H. Impact Area C (0.014 AC) is necessary to allow for a 2:1 slope, off the edge of the pavement of Drive A. Impact Area D (0.037 AC and 67 LF) is
required by the county as an emergency access/egress to the complex. Impact Area E (0.024 AC) is needed to accommodate a 2:1 slope, off the edge of the sidewalk on Drive C.
Heavy equipment, such as dump trucks, backhoes, graders and front end loaders will be used to perform the work. The machinery will be stored in uplands.

1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
Avoidance and minimization is demonstrated by utilizing the eAsting 30' wide road crossing as the main crossing. In addition, the project was designed
to only impact wetlands and streams for access and required infrastructure (i.e. sidewalk). In addition, the Applicant is proposing the maximum slope
(2:1) for all wetland impact areas.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Prior to land disturbing activities that take place within 50 linear feet of a wetland and/or stream, silt fence will be installed along the wetland line. In
addition, Best Management Practices, such as sediment basins and stormwater ponds, have been incorporated into the site plan to ensure that the
proposed development does not impact downstream receiving waters either during construction or after the project has been completed. Work, within
the stream feature, will not take place within 48 hours of rain event that is forecast to produce or that produces greater than 1/2" of rain within a 24
hour period. Work within the stream should be completed and the area stabilized in the same day, if at all possible. Stabilization will consist of utilizing
excelsior matting on all FII slopes that abut wetlands and have an as -built slope greater than 3:1.
