9. Project Description
The applicant is proposing the construction of a bulkhead along the front of
her property, which lies on Blane Creek in Sunset. Beach, North Carolina.
This vacant lot is located at 706 North Shore Drive, in a residential area on
the Blane Creek side of Sunset Beach. The lot is approximately 50' wide, with
bulkheads on both adjoining lots. Blane Creek winds through an expansive
Spartina alterni.flora marsh and is approximately 100' across from marsh to
marsh at the property site. The water is designated a primary nursery area by
the Division of Marine Fisheries, and classified SA by the Division of
Environmental Management.
Along the waterward edge of the property is a strand of Spartina alterniflora
approximately 15-20 feet across. Landward from here lies a lush stand of
Spartina patens, with some "404" species mixed in. This low area extends about
40' landward in the center of the lot and about 20' landward toward the edges
of the lot. This entire area is low, with very little change in elevation, and
rack lines continuously back to the landward edge of the Spartina patens.
Here, there is a significant change in slope and vegetation rising steeply to
about 15-20'. This rise in elevation is abrupt at the back of the property and
more gradual toward the sides. Along the south side of the property is a
rather hummocky area, with a small dune, about 35-40 square feet; supporting a
stand of Sea oats.
The waterward edge of the Spartina patens and for about 5' landward is
seemingly active, being riddled with fiddler crab holes. From here landward,
there is little change in elevation, and continuous rack lines. This area is
lacking in crab holes. The total area of coastal wetland vegetation is
approximately 1369 sq ft.

alterniflora, but waterward of all

bulkhead with those of his neighbors on
bulkhead just behind the Spartina
patens.
The 50' bulkhead would incorporate approximately 1369 square feet of Spartina
patens marsh, all of which is irregularly flooded and of low elevation, and
approximately 250 square feet of which is obviously an active part of the
system.

In addition to the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 1/2 x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, ,and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
?3r Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
c,? individuals have 30 days in which to submit com-
// ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by_
r.gistered or certified mail. This notification is re-
quired. by G.S. 113-229(d).
