The project as proposed will not require a 401 certification.
Problems with stormwater management are still outstanding, a 30 ft.
buffer does not exist between areas of MHW and areas of built upon
surfaces. The applicant has been advised accordingly. We
recommend that the CAMA permit not be issued until resolutions are
complete.

9. PROJECT DESCRIPTION
This is a continuation of the development associated with the new Bald Head
Island Ferry basin and mainland marina now under construction. The remainder
of the development will be within approximately 116.54 acres of land. There
has been a delineation of Corps "404" wetlands on the tract and all proposed
developable areas are landward of the "404" sections. The adjacent waters are
classified as SC in Cottage Creek and SA in the AIWW and Dutchman Creek. The
marina basin is classified SC. The area is closed to shellfishing. Dutchman
Creek is a designated primary nursery area.
The applicants propose to develop the property by creating 3 multi-family areas
and 91 single family lots. A total of 195 units will be constructed at a
density of 1.6 units per acres. Approximately 13.68 acres will be converted to
roads and parking.
10. ANTICIPATED IMPACTS
The development along Dutchman Creek has the potential to create an impact on
coastal resources. However, if a suitable stormwater plan is provided and CAMA
estuarine shoreline guidelines are followed, no significant adverse impacts are
anticipated.

8 ADDITIONAL INFORMATION
In addition to the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on an 8 112 x 11 white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note: Original drawings are preferred and on-
ly high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by applicant. (Con-
tact the U.S. Army Corps of Engineers regarding
that agency's use of larger drawings.) A site or loca-
tion map is a part of plat requirements and it must
be sufficiently detailed to guide agency personnel
unfamiliar with the area to the site. Include county
road (SR) numbers, landmarks, and the like.
A stormw•ater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management and should be advised by the
applicant of that opportunity.

9 CERTIFICATION AND PERMIS-

tions and restrictions contained in the permit.

Carolina's approved Coastal Management Program

Dear Mr. Howard:
Re: Indigo Plantation Stormwater Exemption
Referring to the Indigo Plantation project discussed in our
meeting of March 3, 1988, the material presented, namely, the
site plan labeled "Harding Residence", represents the largest
residence we have at Indigo; and hence, represents our "typical
for residential built-upon area.
We, Bald Head Island Management and Indigo Plantation, Inc., have
complete control over the review process through a home owners
organization and complete control over the Architectural Review
process. The typical square footage will not exceed the
standards represented in "The Typical" for impervious area usage.
We will retain complete architectural and site plan control over
the outcome of the entire project. This includes control over
the square footage of all buildings and the impact of any and all
impervious surfaces.
If at any time this plan requires any changes, we will notify you
for an update.
