The William Corner project is within the Cape Fear River Basin at the intersection of Lystra Road and US
15/501 in Chatham County, NC. The John R. McAdams Company delineated this site for jurisdictional waters in
February of 2006, and Mr. Todd Tugwell field verified the delineation on March 1, 2006. (see attached Wetland
Delineation Map). Chatham County has concurred with the local stream buffers on-site. Williams Corner is a

proposed mixed-used development consisting of a retail center, small office center, and future townhomes (see
attached plans). The protect will include roads, sewer line, a force main, stormwater collection, and open space
amenities. stormwater management facilites are proposed for detension purposes in waters of the U.S. stormwater
Quality/Nutrient Reduction facilities will be proposed outside of waters of the U.S.. Traditional equipment will be used
such as front-end loaders, graders, and earth movers. The construction of the project will be separated into two or
three phases, however, the applicant would like to apply for the 401 permit as if it were one phase. Please find
attached is the Chatham County Soils Survey, USGS quad - Farrington, a Concurred but Unsigned Wetland
Delineation Map, and a Proposed Site Plan.
