The proposed project does require a 401 Water Quality Certification but does meet the requirements of General Certification No. 1431 for construction of Boat Ramps. b. While the proposed project does not involve a development large enough to become subject to our stormwater regulations, we do recommend that the parking lot area be graded in such a fashion as to not direct stormwater runoff directly into the surface waters. PROJECT SUMMARY: To develop a waterfront recreation ark for the 35 lots subdivision with a pier 6' wide x 50' long and a boat ram 15' wide x 20' long below the MHW line vehicular parking on the .66 acre lot. * USGS 7.5 MIN TOPO 'MF.RRIMON 1951' FIELD INVESTIGATION REPORT - FISHER POINT PROPERTY OWNERS ASSOCIATION PAGE #2 9. NARRATIVE DESCRIPTION: Weyerhaeuser Real Estate Company has over the past year developed a 35 lot subdivision known as Fisher Point. This 56.7 acre project site is located at the end of SR 1316, which is off SR 1300, near the Town of Merrimon, on Adams Creek, between Red Marker #10 and the Quick Flashing Light #9, in Carteret County. At this time, the new 60' right-of-way road system within the subdivision has been cut, graded, ditched and graveled in preparation for the 20' pavement. All existing land disturbing activities involved with the roads and ditching appear to have taken place landward of the CAMA 75' Estuarine Shoreline AEC. The applicant for the CAMA major permit is listed as Fisher Point Property Homeowners Association. The proposed project involves the construction of a community pier and boat ramp to be located at the north end of the subdivision on the last waterfront lot. This 25,000 sq. ft. lot is identified as the park area on workplat sheet 1 of 3. As proposed, the pier will be 50' long x 6' wide and will terminate in Adams Creek where the water depths will not exceed -4' on low tide. Although Lot #35 is still owned by the developers, the proposed pier will be set back 15' from the common property line on the south side. The offshore end of the pier will be located several hundred feet from the near edge of the Intracoastal Waterway located between Red Marker Buoy #10 and the Quick Flashing Light #9 that connects the Newport River with the Neuse River. The proposed concrete boat ramp will measure a total of 50' long x 10' wide. Only a 20' section of the ramp will extend waterward of the MHW line. The remaining 30' will be sloped into the highground property to provide a general grade for launching boats. The boat ramp will be positioned on the north side of the pier approximately 50' away from the property line that separates this subdivision from the next individual property owners shown as the Royal Place. In addition, the workplat drawing also indicates that there is a 15' wide easement between the subdivision and the Royal Place property. As shown on workplat sheet 3 of 3, the parking area will be surfaced with asphalt. The application form indicates that 250 (that is 1,593 sq. ft.) of the LAMA 75' Estuarine Shoreline AEC will be covered with asphalt. The total AEC is calculated by multiplying the shoreline length which is 35' x the CAMA 75' to equal 6,375 sq. ft. In addition, it can be anticipated that the remaining 24,000 sq. ft. of parking area shown will also be surfaced with asphalt. Resource information available to this office indicates that the "SA" surface waters of Adams Creek in and around the FIELD INVESTIGATION REPORT - FISHER POINT PROPERTY OWNERS ASSOCIATION PAGE #3 project site are opened to the harvesting of shellfish. 10. ANTICIPATED IMPACTS: For all practical purposes, the 35 lot subdivision on this 57 acre tract of land is completed. The anticipated density for the number of residents will approximate .62 units per acre. Because the roads within the subdivision have not been paved as yet, it is doubtful if any of the individual lots have been sold at this time. At any rate, there are no new homes within the subdivision and none are under construction. Those agencies interested in cultural resources should take note that on Lot #17, on the cul-de-sac, at the end of Thrman Road, there is a graveyard site in the name of "The Moses Fisher Grave", shown on workplat sheet 1 of 3. Construction of the pier and boat ramp can be accomplished with little to no adverse impact on the local estuarine resources of Adams Creek. There are in fact no oysters or clams, no marsh grass or eel grass, and no excavation or filling involved with the proposed project other than placement of the concrete boat ramp. CAMA REVIEW: The project appears to'be consistent with the Carteret County Land Use Plan where the community access park will service a low density subdivision in the rural setting near the Town of Merrimon. The offshore end of the pier will be located several hundred feet from the near edge of the Intracoastal Waterway located between Red Marker Buoy #10 and the Quick Flashing Light #9 that connects the Newport River with the Neuse River. The proposed concrete boat ramp will measure a total of 50' long x 10' wide. Only a 20' section of the ramp will extend waterward of the MHW line. The remaining 30' will be sloped into the highground property to provide a general grade for launching boats. The boat ramp will be positioned on the north side of the pier approximately 50' away from the property line that separates this subdivision from the next individual property owners shown as the Royal Place. In addition, the workplat drawing also indicates that there is a 15' wide easement between the subdivision and the Royal Place property. As shown on workplat sheet 3 of 3, the parking area.will be surfaced with asphalt. The application form indicates that 25% (that is 1,593 sq. ft.) of the CAMA 75' Estuarine Shoreline AEC will be covered with asphalt. The total AEC is calculated by multiplying the shoreline length which is 35' x the CAMA 75' to equal 6,375 sq. ft. In addition, it can be anticipated that the remaining 24,000 sq. ft. of parking area shown will also be surfaced with asphalt. Resource information available to this office indicates that the "SA" surface waters of Adams Creek in and around the FIELD INVESTIGATION REPORT - FISHER POINT PROPERTY OWNERS ASSOCIATION PAGE #3 project site are opened to the harvesting of shellfish. 10. ANTICIPATED IMPACTS: For all practical purposes, the 35 lot subdivision on this 57 acre tract of land is completed. The anticipated density for the number of residents will approximate .62 units per acre. Because the roads within the subdivision have not been paved as yet, it is doubtful if any of the individual lots have been sold at this time. At any rate, there are no new homes within the subdivision and none are under construction. Those agencies interested in cultural resources should take note that on Lot #17, on the cul-de-sac, at the end of Thrman Road, there is a graveyard site in the name of "The Moses Fisher Grave", shown on workplat sheet 1 of 3. Construction of the pier and boat ramp can be accomplished with little to no adverse impact on the local estuarine resources of Adams Creek. There are in fact no oysters or clams, no marsh grass or eel grass, and no excavation or filling involved with the proposed project other than placement of the concrete boat ramp. CAMA REVIEW: The project appears to be consistent with the Carteret County Land Use Plan where the community access park will service a low density subdivision in the rural setting near the Town of Merrimon.
