8. Project Summary The applicant proposes to construct a pier 152' long to a
dock 6 x 32, to serve as access to his Scotchman Store for boaters.

9. PROJECT DESCRIPTION
The project site is located directly east of the Kenan Creek Bridge on US Hwy
74 (also 100 W. Salisbury Street) adjacent to the junction of Kenan Creek and
Lee's Cut in Wrightsville Beach, New Hanover County, North Carolina. Presently
existing on the site is a Scotchman Store, with a parking area and fuel
service. The lot is approximately .35 acres. Approximately 80% of the lot is
paved with lawn grass over the remainder. The elevation is approximately 5-6'
above mean sea level. Around the perimeter of the property there is a 331'
bulkhead. Waterward of this bulkhead is a dense stand of Spartina alterniflora
around the entire property, and for a depth of approximately 120' where the
pier is proposed. Lee's Cut is approximately 1000' across at this site. It is
designated a Primary Nursery Area and closed to the taking of shellfish"by the
Division of Marine Fisheries, and classified SB by the Division of
Environmental Management. The Lee's Cut area is presently heavily used by
boaters.
Kenan Creek is approximately 80' across, and is navigable, but only from the
Hwy 74 bridge waterward to Lee's Cut, due to a sewage pipe running parallel to
the bridge at mean high water level. Thus, the navigable distance is
approximately 280' in length. Other. than the applicant, there is one other
property owner adjacent to, and with access to this portion of Kenan Creek.
Therefore, this 280' stretch of the creek, while navigable, is not widely used.
The applicant is the owner of the Scotchman Store, and lessee of the property.
We have in the file written permission from the owner for the lessee to
construct the proposed pier and dock. The applicant anticipates increased
business from boaters who now lack access from water to a convenient store.
The proposed pier will be 6' wide and 152' in length; 120' of this will be
elevated over Spartina alterniflora, with the remaining 32' over open water.
At the terminal end the water is approximately -3' deep at mean low water.
A floating dock, 6' x 32' is proposed here, accessed by a 2.5' x 16 ramp from
the pier. The dock would service boaters and would allow for temporary docking
only. No fuel tanks or fuel service of any kind is proposed with this project.
The length of this pier is in keeping with the established pier length of the
area, and meets all setbacks, as well as the 1/3 rule.
10. ANTICIPATED IMPACTS
The proposed pier will shade approximately 720 sf of Spartina alterniflora
marsh. The remainder of the pier, with the dock and ramp, will incorporate 424
sf of public trust water. The total impact on coastal resource would be 1144
sf.

No increase in pollution from boatersis anticipated due to the existing use of
the area by boaters, and the temporary state of the docking.
An increase in congestion will occur at the mouth of Kenan Creek from boaters
entering the dock from the west and north. However, due to the minimal number
of boaters using Kenan Creek, this should not be a problem. Nor should
visibility present a problem due to the position of the dock away from the
narrow portion of the mouth. The applicant voluntarily relocated his dock from
its originally proposed location (centralized around the pier) to the east side
of the pier. This was done to avoid any navigational difficulties the project
may present to boaters on Kenan Creek.

In addition to the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 Vz x 11 white paper. (Refer to Coastal
Resources Commission Rule 7).0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements -and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 113-229(d).

will allow only the development described in the
application. The project will be subject to condi-
tions and restrictions contained in the permit.
