8. PROJECT SUMMARY: McNeill Realty & Construction Co. proposes.
to build a private pier in Bogue Sound at Emerald Bay
Villas, a 16 unit, 4 building condominium site now under
construction. The proposed pier will be 200' long x 4' wide
with a T-head platform measuring 10' x 201. The water depth
at the end of the pier is -1' on MLT.
9. NARRATIVE DESCRIPTION: McNeill Realty & Construction Co.
has submitted a State application to develop a 2.02 acre
tract of land located on Bogue Banks about 6.3 miles east of
the B. Cameron Langston highrise bridge in Emerald Isle,
just north of Highway 58, on Bogue Sound, in Carteret
County. The highground development is known as Emerald Bay
Villas. The project, which is currently under construction,
is located landward of the CAMA 75' Estuarine Shoreline AEC.
At the time of this writing, two of the four condominium
buildings (A & B) nearest Asheville Street, with eight units,
have almost been completed. The associated asphalt parking,
swimming pool and retention basin have also been completed.
As mentioned earlier, no development is proposed for the
CAMA AEC which will remain permeable to the absorption of
water. This represents a 75' wide x 200' long buffer zone
with some 18,750 sq. ft. of natural vegetation between Bogue
Sound and the highground development. This office has
further calculated that approximately 30% of the highground
property will be covered with concrete and asphalt surface
areas. As the project plans shown, the centrally located
retention pond will receive all runoff water.
The applicant proposes, by way of this application, to
construct a community access pier extending some 200' down
the bank across a sand dune to the waters edge. The 4' wide
pier will cross a fringe of saltmarsh cordgrass measuring
approximately 40' wide before terminating in Bogue Sound an
additional 200' from the MHW shoreline. The overall length
of the pier includes a 10' x 20' wide T-head platform with a
water depth at the end of the structure of -1' on MLT. The
"SA" surface waters of Bogue Sound at this location are open
to the harvesting of shellfish.
10. ANTICIPATED IMPACTS: The proposed 200' long pier has been
presented as a private residential water access structure.
The plans show no boat slips or mooring piles, etc. The
extensive shallow water sand flats immediately offshore of
this property do not appear to be covered with eelgrass or
any noticeable oyster rocks. The proposed pier should not

conflict with traditional navigational use of the offshore
banks channel located about 250' north of the end of the
proposed pier.
CAMA REVIEW: The proposed project appears to be consistent
with the Emerald Isle Land Use Plan updated in June, 1986.
The pier project also seems to be in compliance with the
CAMA 7H Use Standards for dock construction.

8 ADDITIONAL INFORMATION"
In addition to the completed application form, the
following items must be submitted:
A list of previous state or federal permits issued
for work on the project tract. Include permit
numbers, permittee, and issuing dates.
?A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 V2 x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for -a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by' sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 113-229(d).
