PROJECT SUMMARY: Applicant proposes to build a 16' X 20' pier above existing riprap jetty and at end of pier a 24' X 24' boat house with decking for a roof. CHARLES ELLIS BIO REPORT PAGE 2 SITE REPORT Charles Ellis owns an approximately 1/2 acre lot on the end of the cul-de-sac of Surfside Drive, Cape Colony, Edenton, which has a 149' fronting on the Chowan River. The only structure on the property is the footing, slab and steps to a former cottage. The shoreline is bulkheaded and except for a small stand of dog fennel (Eupatorium capillifolium) edging approximately 5 linear feet of bulkhead, the entire lot is covered in lawn grasses. This property is bordered by a single family residence upriver and railroad line, bridge and right-of-way down river. Approximately 23 feet from the east edge of the shoreline,is an elbow from which extends an existing 16' X 20' rock jetty. Mr. Ellis is seeking permission to c same dimensions as the rock jetty (16' X the rock jetty. On the end_ of the jetty 24' X 24' boat shed with flat decking for will have no walls.. He wishes to build perimeter of the flat roof to form a deck. ANTICIPATED IMPACTS' onstruct a pier of the 20') to be built over he desires to build a a roof. The boat shed a 3' fence around the The project will result in no destruction of wetlands, nursery areas or shellfish' habitat. The proposed pier and boathouse will not extend beyond 200 feet nor exceed the, local established pier length. Pile driving will cause a temporary increase in water turbidity of minor significance. Navigation and the riparian right of adjoining property owners will not be affected by this project. No significant environmental impact is anticipated.
