Project Summary The applicant proposes to construct a 60' long bulkhead, with a pier and T-head, adjacent to the AIWW in Long Beach, N.C. . , W. D. Easley Page TWO 9. PROJECT DESCRIPTION The applicant proposes to construct a 60' long bulkhead, averaging 5' waterward of mean high water, with a maximum distance of 12' waterward, on his lot at 1504 E. Yacht Drive in Long Beach, N.C. Adjoining the bulkhead will be a pier approximately 80' long and 6' wide, with an 8' x 12' T-head. This property is currently vacant, and lies between two vacant lots. It averages 90' deep from Yacht Drive to the waterway, and is approximately 5' in elevation. The vegetation on the lot is mainly high ground lawn grass and weeds. At the waters edge this changes slightly, with a few Iva frutescens bushes and about 80 square feet of Borrichia frutescens. However, even these are located about 4' above mean sea level, on heavily undercut banks with the roots reaching through to occasional wave splash. None of the marsh species can be considered active. The property edge is very deeply scalloped, with a sharp, abrupt escarpment and undercutting indicating recent and accelerated erosion. At the base of the escarpment, a peat shelf extends into the water, supporting a small stand of new growth of Spartina alterniflora. At this point, the.AIWW is approximately 500 feet wide, classified SA by the Division of Environmental Management, closed to shellfishing, and designated a secondary nursery area by the Division of Marine Fisheries. The proposed project'consists`of a bulkhead, 60' long, which is aligned behind all Spartina.alterniflora, along the edges of the escarpment and straight across the unvegetated.scalloped areas, averaging approximately 5' waterward of mean high water, with a maximum distance of 12'. Joining the bulkhead at midpoint will be a pier 6' wide and 80' long, with an 8' x 12' T-head. This is all over open water. 10. ANTICIPATED IMPACTS The bulkhead will incorporate approximately 300 square feet of open water, and 80 square feet of high ground Borrichia frutescens. The pier will incorporate approximately 576 square feet of open water. The pier is well within the one-third rule, and does not exceed the established pier line of the area. In addition to the completed application form, the following items must be submitted: A copy of the deed (with state application only) or other instrument under which the applicant claims title to the affected property. If the applicant is not claiming to be the owner of said property, then for- ward a copy of the deed or other instrument under which the owner claims title, plus written permis- sion from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on 8 V2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by the applicant. (Contact the U.S. Army Corps of Engineers regard- ing that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency per- sonnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management. A list of the names and complete addresses of the adjacent waterfront (riparian) landowners. These individuals have 30 days in which to submit com- ments on the proposed project to the Division of Coastal Management. The applicant must advise the adjacent landowners of this opportunity by sen- ding a copy of the permit application to them by registered or certified mail.
