Permit NC0085863 was last issued (2013) in accord with 2009 WTP permitting guidance for
Greensand filters. Renewal is updated per this strategy.
Permitting Decisions and Rationale 2018:
1. applied WTP strategy for greensand-type treatment technology;
2. facility does not use zinc ortho-phosphate, therefore Zn monitoring not required;
3. discontinued monitoring for Total Iron [per strategy];
4. retain Manganese monitoring, Quarterly; no limit per strategy (WS waters);
[draft RPA "max predicted" 40,848 ug/L vs. "allowable" 200 ug/L (see RPA);
5. all other effluent databases suggest no impact to the receiving waterbody,
6. Whole Effluent Toxicity (WET) -testing not required of greensand;
7. waste flow = 0.0032 MGD discharges 2 to 3 times week for — 2 hours,
not to exceed 64,000 gallons per week [max well pumping rate];
8. Nutrient monitoring TN/TP required in permit to establish loading at the estuary
[TN (<0.3 mg/L max.) and TP (< 0.9 mg/L max.)], Neuse River Basin
Monitoring Strategy;
