Dear Mr. Peterson:
On September 14, 2004, the Division of Water Quality (Division) received a written
correspondence from Mr. W.L. Boyer of the Moncure, NC Plant of Honeywell International, Inc- The
purpose of Mr. Boyer's correspondence was to transmit certain items that were required by conditions in
Permit No. WQ0023197, issued to Honeywell International, Inc. on July 9, 2004. These are:
♦ Condition I. 1. of the Permit: This condition required that the Permittee submit a
letter, signed by a principal executive office of at least the level of vice president that
specifically delegated Mr. Don Peterson, Plant Manager for the Moncure, NC Plant,
as the signing official/responsible party for the purpose of permit issuance and its
subsequent compliance. Mr. Boyer transmitted a letter from Mr. Greg Rogowski,
Vice President and General Manager of Performance Fibers that delegated the
individuals occupying the positions of Plant Manager or Site Leader of Performance
Fibers as stated above; however, note that this condition required that the letter be
received within 30 calendar days of permit issuance. The letter was not received
until September I4, 2004, which is over 30 calendar days later than required.
♦ Footnote a of Attachment A: This condition required that the Permittee submit
analytical results of parameters associated with the toxicity characteristics leaching
procedure (TCLP) performed on the residuals that were not completed in anticipation
of preparing and submitting the permit application package. Mr. Boyer transmitted
these additional analytical results, which were required to be received prior to
initiating any land application event. A review of the submitted data as well as that
received previously indicates that the residuals appear to be non -hazardous and
suitable for land application as demonstrated by a passing TCLP.

♦ Footnote a of Attachment B: This condition required that the Permittee submit
results of a survey of the land application sites to confirm the net acreage reported in
the submitted permit application package and to prepare more accurate buffer maps
of the sites. This information was required because the maps prepared and submitted
with the package did not meet the Division's minimum guidelines, and the Division's
personnel noted during the site visit that there was a potential discrepancy in the
actual net acreage of one of the sites in comparison to what was presented in the
package. Mr. Boyer's correspondence indicated that the Division was correct in that
Site No. HWFS is only 1.50 net acres in area (i.e., as opposed to 8.50 net acres in
area) and Site No. HWFN is only 8.10 net acres in area (i.e., as opposed to 8.50 net
acres in area). Because of this, the Division has determined that a minor
modification of the permit is required (i.e., see below). In addition, Mr. Boyer
transmitted new buffer maps; however, the Division does not see that these have been
revised over what was submitted previously. In order to facilitate the scheduled land
application event and because it is intended as a one-time event only, the Division
has decided to accept these new maps as meeting this condition. Note that the
Division will require that maps that have been prepared according to Division
guidance be submitted if the sites are intended for more frequent land application
events or with the permit renewal application package.
The contents of Mr. Boyer's correspondence have been reviewed and entered into our database as
well as placed on file in our central file room for the Division's future reference as needed. The
requirements of Condition 1. 1. of the permit, Footnote a of the Attachment A, and Footnote a of the
Attachment B have either been met or found to be acceptable by the Division. Please note that nothing in
this correspondence should be construed as removing you from the responsibility for complying with
your permit in full or as exempting you from potential enforcement action as a result of your late
submittal of the item required by Condition I.1.
As stated above, because the net acreages of both of the approved land application sites were
verified to be so much smaller than what was presented in the original permit application package, the
Division believed that it was necessary to issue a minor modification of this permit. Therefore, in
accordance with the information received on September 14, 2004 as required to comply with certain
permit conditions, we are forwarding herewith a modified Attachment B, certified on November 19,
2004, to Honeywell International, Inc. for the subject alum residuals land application program.
Please replace the existing Attachment B of Permit No. WQ0023197 that was previously
certified on July 9, 2004, with this modified Attachment B. Note that only the vicinity and buffer
maps for any new and modified land application sites are attached to this modified Attachment B. It is
the Permittee's responsibility to ensure that a complete permit is created by inserting this modified
Attachment B and vicinity and buffer maps into Permit No. WQ0023197, which was issued on July 9,
2004, and making sure to retain any vicinity and buffer maps for any existing and unmodified land
application sites.
This modified Attachment B shall be effective from the date of certification; shall void
Attachment B of Permit No. WQ0023197 that was previously certified on July 9, 2004; and shall be
subject to the conditions and Iimitations as specified therein as well as those specified in the above -
referenced permit. As always, remember to take the time to review this modified Attachment B
thoroughly, as some of the conditions contained therein may have been changed since the last
certification. Note that this modified Attachment B is hereby incorporated by reference into Permit No.
WQ0023197, issued on July 9, 2004.

If any parts, requirements, and/or limitations contained in this certification or modified
Attachment B are unacceptable, you have the right to request an adjudicatory hearing upon written
request within 30 days following receipt of the certification. This request shall be in the from of a written
petition, conforming to Chapter 150B of the North Carolina General Statutes and filed with the Office of
Administrative Hearings at 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless such
demands are made, this permit shall be final and binding.
