Dear Ian:
In January of 2009, the North Carolina Center for Automotive Research (NCCAR) obtained an
Individual Permit and 401 Water Quality Certification for the construction of a facility devoted
to automotive research and development. These permits authorized permanent impacts to 0.47
acre of isolated wetlands, 2.94 acres of 404 wetlands, and 130 LF of stream. Additionally,
temporary impacts to 0.157 acre of 404 wetlands and 147 LF of stream were authorized. To
mitigate for the permanent impacts, the applicant paid into the NC EEP for the restoration of
three acres of riparian wetlands and one acre of non-riparian wetlands. Additionally, remaining
wetlands will be preserved on site.
After the 404/401 permits were obtained, the applicant identified the need for additional wetland
and stream impacts at the entrance to the site (Impacts #1 and #2). Therefore, on behalf of NC
CAR, we request a modification to the Individual Permit. Enclosed is a list of both permitted and
proposed impacts. The applicant proposes permanent impacts to 3.208 acres of 404 wetlands,
0.47 acre of isolated wetlands, and 233 LF of stream. In addition, temporary impacts to 0.533
acre of 404 wetlands and 65 LF of stream are needed. To mitigate for the additional permanent
impacts, the applicant proposes to buy into the NC EEP for the restoration of 0.27 acre of
riparian wetlands and 233 LF of stream within the Roanoke River Basin.
These additional impacts are required for several reasons. First, the permitted drawings
erroneously depicted rip rap outlet protection at the two box culverts on the access road as
temporary, but it will be permanent. Second, the previous impact footprint did not allow enough
space on the shoulders of the road for maneuverability of the contractor's equipment during
construction. Please note that the proposed wetland impacts at the roadway shoulder will be a
temporary impact. Third, an adjacent property owner that has granted the applicant an easement
through his property is requesting better access to his site. Originally the proposed driveway
connecting the new access road to the neighboring property owner had two sharp curves that

limited certain vehicles from accessing his property. The new driveway location utilized a
portion of the existing soil and gravel access road that currently serves the site. We are
proposing to tie the new driveway into the access road at the location of the existing soil and
gravel road. This will give the neighboring property owner a more direct route into his property.
