Cove, Lots 7 & 8 as requested in the permittee's application dated 1/23/87 including
attached plats;' 3, plan view, cross section and location dated received 1 /27/87 .
This permit, issued on is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
(1) The bulkhead will not extend waterward more than 2 feet from the normal
water level at any point along its alignment.
(2) All backfill material will be obtained from a high ground source and confined
behind the permitted bulkhead.
(3) The backfill material w7Ul ? properly jraded and provided a_: ground cover
sufficient to .restrain er.siti.?, within thirty (30) days of project completion.
(4) The activity will be conducted in such a manner as to prevent significant
increases in turbidity outside the area of construction or construction-related
discharge.
NOTE: The permittee and/or his contractor is urged to meet with representatives
of the Division of Coastal Management and/or the Army Corps of Engineers
prior to project initiation.
(See attached sheet for Additional Conditions)
This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project. is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31, 1990
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

Old Nags Head Cove on the Roanoke Sound.

PROJECT DESCRIPTION
FAST TRACK
The applicants own two undeveloped residential lots on the Roanoke Sound at
Old Nags Head Cove. The lots slope from Roanoke Way towards the sound where the
sandy shoreline doanot support any emergent or submerged vegetation. The adjacent
property to the south is bulkhead and the lot to the north is bulkhead across most
of the lot but does not extend to the property line.
The applicants are requesting authorization to construct a bulkhead which would
tie into the existing bulkhead on the south side. The bulkhead will run north 120
feet and will average 2 feet from the NWL.
This project could be eligible for a general permit, however, the applicants
could not obtain the required sign offs from the adjacent riparian property owners.
The purpose of the proposed project is to prepare the sites for future residential
construction, though this request does not contain that specific information.
ANTICIPATED IMPACTS
The bulkhead construction will result in some short term elevated turbidity
levels but they will be localized. The backfilling will result in the filling of
240 square feet of shallow water habitat.
CAMA REVIEW
The project site is classified as transition in the Nags Head LUP. The proposal
is consistent with that plan.
