DAVID MCNEIL, COUNTY MANAGER MOORE COUNTY POST OFi~iCE Box 905 CARTHAGE, NORTH CAROLINA 278327 Subject; Rescission of Permit Permit No. WQ0018018 Moore County Moore County Residuals Land Application Program Land Application of Residual Solids (503) Moore County Dear Mr. McNeiI: Per a written request received on ._January 18, 2006 from Mr. James Deimo Frye, System Superintendent for the Moore County Water Pollution Control Plant, the Division of Water Quality's (Division) Land Application Unit is rescinding the permit for the above -referenced residuals land application program, effective immediately. Mr. Frye's correspondence stated that the permit is no longer needed because all residuals generated by the Moore County Water Pollution Control Plant will be managed through disposal at a landfill or through a contract that Moore County has signed with McGill Environmental Systems of North Carolina, Inc. (MES) to process residuals through one of two composting facilities prior to distribution as a CIass A EQ residuals product as approved by MES's permits with the Division or the Division of Waste Management. The Division has reviewed this alternate residuals management plant, determined that it is adequate, and has no objection to rescinding this permit. Within 30 calendar days of the date of this letter, please prepare and submit two annual reports, one that documents the land application activities (i.e., or lack thereof) that have occurred under this permit during the 2005 calendar year and the other that documents the same activities that have .occurred to date during the 2006 calendar year. Three copies of each of the annual reports should be sent to the Division's Land Application Unit at the address at the bottom of the first page of this correspondence. Finally, please be advised that operation, alteration, expand, and/or change of any residuals land application program without a valid permit is a violation of North Carolina General Statute §143-215.1 and may subject the owner/operator of the program to enforcement action in accordance with North Carolina General Statute §143-215.6. Civil penalties of up to $25,000 per day per violation may be assessed for failure to secure a permit required by North Carolina General Statute § 143-215.1..
