The sprinkler identification system listed in this table identifies the location of any individual sprinkler within the spray irrigation site. The number before the hyphen corresponds to the irrigation zone (i.e., 16 total) as shown in the approved plans. The letter after the hyphen corresponds to the location of each of the four sprinklers within the specific irrigation zone. The letter is assigned consecutively to the sprinkler is a direction from east to west and north to south across the zone. For example, Sprinkler No. 8-a is the northernmost and easternmost sprinkler in Irrigation Zone No. 8, while Sprinkler No. 8-d is the southernmost and westernmost sprinkler in Irrigation Zone No. 8. Each sprinkler or irrigation zone shall be individually calibrated such that it does not cause the exceedanee of the stipulated maximum cumulative and instantaneous application rates for the most -restrictive soil zone that it impacts (i.e., some sprinklers may impact area in more than one soil zone). The cumulative application rate shall be equivalent to the loading of reclaimed water over any 12-month period. d These sprinklers impact wetted areas in both Soil Zone No. 2 and Soil Zone No. 3. Either the individual sprinkler or the irrigation zone as a whole shall be calibrated to irrigate reclaimed water at Soil Zone No. 2 rates even though a portion of the wetted area is in Soil Zone No. 3. The application rates of reclaimed water on the Goldsboro Municipal Golf Course spray irrigation site shall not exceed the following: Soil Instantaneous Instantaneous Instantaneous Instantaneous Zone No. Application Rate Application Rate Application Rate Application Rate March - April May - August September - November 16 - (inches per hour) (inches per hour) November 15 February (inches er hour) inches per hour) 1 0.3 0.3 0.3 0.2 2 0.2 0.2 0.2 0.1 3 0.3 0.4 0.3 0.2 4 0.6 0.8 0.6 0.5 Soil Maximum Maximum Maximum Maximum Cumulative Zone No. Application Application Application Application Annual Amount Amount Amount Amount Application March - April May - August September - November 16 - (inches per (inches per (inches per November 15 February year) season) season) (inches per (inches per season season) 1 4.5 11.9 5.5 6 27.9 2 3.6 8.5 4.4 4.5 21 3 7.2 17 1 8.8 9 42 4 17.6 41.7 1 21.6 22.0 102.9 8. Within ninety (90) days of permit issuance, the Permittee shall submit to the Division of Water Quality, Aquifer Protection Section, 1636 Mail Service Center, Raleigh, NC 27699-1636 a detailed listing of all irrigation zones, wetted acreage in each irrigation zone, and soil type (as noted above) in each irrigation zone. Irrigation zones shall be delineated so as to match how they will be routinely operated and how disposal records will be submitted by the Pennittee. 9. No type of wastewater other than effluent from the Goldsboro Water Reclamation Facility shall be distributed, stored, or irrigated onto the irrigation area. 10. All wastewater shall be routed to the headworks of the Goldsboro Water Reclammation Facility or discharged in strict accordance with the conditions of the most recent issuance of NPDES Permit No. NCO023949 should the limit for fecal coliform (daily maximum concentration of 25 per 100 ml) or turbidity (instantaneous maximum of 10 NTt1) be exceeded, until such time that the problems associated with the treatment capability of the wastewater treatment plant have been corrected. 11. The Permittee shall implement adequate measures to mitigate drift of airborne reclaimed water .: from the "Farm" site during active use. Of special concern is the potential for drift from the site to impact vehicular traffic along Dixie Trail and Westbrook Road. Therefore, the Permittee shall take the following steps: a. Install wind direction and velocity meters at the Goldsboro Water Reclamation Facility. The information gathered from these meters shall be correlated with the observations/complaints of airborne reclaimed water drift, The resultant data shall be used to establish a standard operating procedure with respect to zone use and periods of irrigation. Should the above steps fail to mitigate any airborne reclaimed water drift problem identified by the Permittee or the Division, one or more of the following additional steps shall be implemented to further mitigate or eliminate this problem: • Adjust sprinklers in those irrigation zones closest to Dixie Trail and Westbrook Road to reduce their throw diameters. • Weave blocking slats into the fencing along the perimeters of the spray irrigation site immediately adjacent to Dixie Trail and Westbrook Road. • Restrict irrigation periods for those irrigation zones closest to Dixie Trail and Westbrook Road to night hours and other times of minimal vehicular traffic. • Restrict use of sprinklers in those irrigation zones closest to Dixie Trail and Westbrook Road completely. • Plant rapid growth vegetation (e.g. Tulip Poplar or Leland Cypress) along the perimeters of the spray irrigation site immediately adjacent to Dixie Trail and Westbrook Road. 13. Public access to the reclaimed water bulk distribution operation and utilization sites shall be controlled during active site use. An education program shall be developed and implemented to inforin Town employees of the proper use of reclaimed water for each of the approved uses. C. An education program shall be developed and implemented to inform bulk reclaimed water users of the proper use of reclaimed water for each approved use. Educational material must be provided to all individuals accepting the bulk reclaimed water. d. Educational material shall be maintained consistent with the reclaimed water uses utilized by the Permittee. Educational material shall be made available to the Division upon request. e. Use of reclaimed water for power washing or vehicle washing shall be conducted in a manner to ensure no surface runoff, £ Use of reclaimed water for power washing is acceptable provided that dual disinfection with LTV and chlorination is provided. g. Where reclaimed water is used for industrial purposes, disposal of the utilized reclaimed water shall meet the conditions included in all State approved permits held by the industry (e.g. NPDES, Non -Discharge, or Pretreatment permits). h. The Pennittee shall approve tank truck drivers for participation in the bulls reclaimed water distribution program prior to distribution of reclaimed water. In addition, the Permittee shall provide bilingual (English and Spanish) training to all tank truck drivers approved to participate in the bulk reclaimed water distribution program at a regular frequency. These sessions shall provide training on, but not limited to, the following topics i. Reclaimed water description and safety, ii. Approved and disapproved uses of reclaimed water, iii. Procedures for the application (including buffer maintenance), uses, and storage of reclaimed water as well as the disposal of unused reclaimed water, iv. Tank trucks used to transport reclaimed water shall not be used to transport potable water that is used for drinking or other potable purposes. iii. Tank trucks used to transport reclaimed water shall not be filled through on- board piping or removable hoses that may subsequently be used to fall tanks with water from a potable water supply. iv. Tank trucks shall not have been used to haul septage, biosolids, or other waste or chemical transport. j. Tank trucks shall not have any type of removable container or portable bladder except if the tank/bladder is permanently labeled for reclaimed water use only and a letter from the truck owner is submitted to the Permittee indicating that in no case shall any removable container or portable bladder be used for both reclaimed and potable water at any time. 15. The Pernutte shall develop and maintain a program of routine review and inspection of reclaimed water users. III. MONITORING AND REPORTING REQUIREMENTS Any monitoring (including groundwater, surface water, soil or plant tissue analyses) deemed 'necessary by the Division to insure surface and ground water protection will be established and an acceptable sampling reporting schedule shall be followed. 2.
