In accordance with your permit renewal request received December 31, 2003, we are forwarding
herewith Permit No. WQ0016364, dated January 24, 2005, to Phillip and Elaine Fletcher for the
continued operation of the subject single family wastewater treatment and surface irrigation facilities.
This permit shall be effective from the date of issuance until December 31, 2009, shall void
Permit No. WQ0016364 issued May 25, 1999, and shall be subject to the conditions and limitations as
specified therein. Please pay particular attention to the monitoring requirements in this permit. Failure to
establish an adequate system for collecting and maintaining the required operational information will
result in future compliance problems.
During a recent site visit, several items were noted at this facility that require attention.
Within forty five days of receipt of this Permit, the deficiencies noted in this cover letter shall be
corrected and the Permittee shall notify the Raleigh Regional Office in writing verifying these
corrections.
The septic tank, which has not been pumped since the system was installed has a large amount of
solids and shall be pumped. This is needed to prevent discharge of large amounts of solids to the sand
filter, which can clog the sand filter.
The undergrowth in the spray field shall be removed. A minimum of a 20-foot radius around
each sprinkler shall be cleared of undergrowth and kept cleared to ensure that the sprinklers discharge the
wastewater over the desired radius.
The sprinklers in the spray field shall be replaced. The first sprinkler on the lateral has a much
larger orifice than the other two sprinklers. For this reason, these sprinklers do not have the desired
pressure or discharge. Because the first sprinkler has a very large volume, runoff is occurring from the
spray field, which is a violation of the permit. Each sprinkler shall have a radius of at least 38 feet
(diameter of 76 feet) to meet the requirements of the permit.
The permit requires that a rain shutoff be a part of the system. The rain shutoff was not present
when the system was inspected. The rain shutoff shall be installed.
