(1) Installation of the pipeline must follow the alignment and construction parameters as illustrated on the workplat drawing dated October 12, 1987. (2) During the construction phase of the project, no coastal wetlands may be excavated or filled. (3) No portion of the support pile structure, or the pipeline itself, may obstruct public navigation or traditional use of Mill Creek. (4) The activity shall be conducted in such a manner as to prevent significant increases in turbidity outside the area of construction or construction- related discharge (increases of 25 NTU's or less are not considered significant). This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. An appeal requires resolution prior to work initiation or continuance, as the case may be. This permit must be accessible on-site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Departmental approval. All work must cease when the permit expires on December 31. 1990 - In issuing this permit, the State of North Carolina agrees that your project is consistent with the North Carolina Coastal Management Program. PAGE #2 9. NARRATIVE DESCRIPTION: North Topsail Water & Sewer Co., Inc., is proposing to extend sewer services from the Falkstone area to the Sneads Ferry area of Onslow County. The pipeline alignment will follow SR 1518 and will cross Mill Creek, which is a tributary of Alligator Bay, off of the Intercoastal Waterway. The pipeline crossing will actually be located on the downstream side of the existing bridge within 27' of the centerline of the roadway. Within the confines of the 50' wide creek-bed, the proposed project will involve construction of two (2) wooden pile support structures. Each support structure will be made of two (2) 8" vertical pilings with cross-bracings that will support the 8" sewer pipe at an elevation of approximately 8' above the mean high water level. Once the aerial crossing of the creek has been completed, the 8" pipeline will be buried in a trench along side of the existing roadway. The proposed pipeline crossing of Mill Creek does not involve any coastal wetlands vegetation. Reviewers of this application proposal may recall that NC DOT is in the process of obtaining permit authorization to relocate SR 1518 and Bridge #182 over Mill Creek. This sewer line project, however, will be unaffected by that road relocation project. The location and alignment of the pipeline is based on the existing bridge and highway right-of-way. Additional information gathered during the course of this review indicates that the "SA" surface waters of Mill Creek are also classified as a primary nursery area. 10. ANTICIPATED IMPACTS: The actual installation of the two (2) vertical pile support structures will create little to no measurable impact on the local ecology of Mill Creek. The footprint shallow of the pipeline will occupy approximately 150 sq. ft. of estuarine public trust characterized by that airway corridor over Mill Creek. The elevation of the pipeline and support structures should be such that public navigation is not reduced over what is now the case with the existing bridge and the potable waterline on the north side. CAMA REVIEW: The Land Use Plan for Onslow County, dated 1986, was consulted in the review of this project. The land classification for all of the surrounding highground property is designated as High Density Transition. The installation and extension of the sewer services is consistent with the definition as found on Page #94 of that document.
