Dear Mr. Naurle:
On December 7, 2006, the NC Division of Water Quality received your new application
for shoreline stabilization with respect to your property on Lake Glenville. Based on our
review of your submitted application, the DWQ has determined that your application
was incomplete and/or provided inaccurate information as discussed below. The DWQ
will require additional information in order to process your application to impact
protected wetlands and/or streams on the subject property. Therefore, unless we
receive the additional information requested below, we wilt have to move toward denial
of your application as required by 15A NCAC 2H .0506 and will place this project on
hold as incomplete until we receive this additional information. Please provide the
following information so that we may continue to review your project.
Additional Information Requested:
15A NCAC 02H .0506 (f) requires that "a lack of practical alternatives" be
demonstrated. No discussion with respect to natural stabilization or lower impact
stabilization have been discussed.

2. In accordance with meetings with Duke Power Representatives during the spring
of 2004, photographs should accompany each application detailing the eroded
areas, site conditions, and provide a scale from which the Division of Water
Quality can determine the extent of the eroded cut bank should accompany the
submitted application. The submitted documentation provides no scale nor
provides a compelling justification for the requested impacts.
3. Application Item II, 8. b. asks for a description of the existing vegetation within 50
feet of the edge of water. You submitted application states that no trees will be
removed as part of this project. This does not answer the question as to the
existing conditions of vegetation within 50 feet of the shoreline as asked in the
application. As Lake Glenville is classed Water Supply -III, B, Trout, HQW,
there is a required 25 foot wooded trout buffer (15A NCAC 04B .0125) overlaid
with a 30 foot vegetated Water Supply Watershed buffer (12A NCAC 02B .0215).
You must provide a clear and concise response to the above listed deficiencies. Please
respond before the close of business on February 2, 2007 by sending 5 copies of this
information to both the 401 Permitting Unit at:

This letter only addresses the application review and does not authorize any impacts to
wetlands, waters or protected buffers. Please be aware that any impacts requested
within your application are not authorized (at this time) by the DWQ. Please call Mr.
