The proposed pier is to be approximately 300 feet long by 5 feet wide with a 10 x 12 foot platform at the end of the structure. The pier will provide access to navigable waters. The project is located adjacent to the AIWW classified SA and open to shellfishing. The project has been reviewed to determine impact to water quality. The project will not require a 401 Certification. This office has no objection to the project as proposed. Project Summary The applicant proposes to construct a private pier in order to provide access for a single family residence. e Catherine Evans Roach Page 2 9. 10. PROJECTED DESCRIPTION: The project site is located on Seashore Road which is a private road located at the south end of Ocean View Drive, Waterway Acres Subdivision, Supply, North Carolina. It is reached by taking NC 130 off US17. The private lot has an area of approximately 13632 square feet. There is a fairly steep slope along the waterward edge of the property. There is a large expanse of mixed marsh bordering the shoreline and extending waterward approximately 200. feet. Species within the boarder include black needlerush (Juncus romerianus) giant cordgrass (Spartina cynocoroides) - and smooth cordgrass (Spartina alterinflora). Waterward of this marsh is an embayment separated from the AIWW by shoals and Spartina alterniflora. According to Marine Fisheries, the area is classified as a secondary nursery and SA open to shellfishing. The applicant proposes to construct a pier. The basic dimensions of the structure are 300' long x 5' wide. A 16' x 12' platform is proposed at the end of the pier. ANTICIPATED IMPACTS: The proposed pier would be in line with an adjacent pier on the west. Its length will not exceed to one-third rule of the body water, and will be .consistent with the Corps requirement of being not closer than 85 feet from the channel. The length of this structure is necessary in order to provide a reasonable water depth for navigation. It appears that the termination of the pier within the embayment will have little or no impact on public navigation. A review of your application received April 17, 1987, for a Department of the Army permit to construct a 5-foot-wide, 500- foot-long pier on the Atlantic Intracoastal Waterway (AIWW) adjacent to your property in Waterway Acres, near Supply, Brunswick County, North Carolina, indicates it to be a candidate for Federal authorization under this general permit. Accordingly, the administrative processing of your application will be accomplished by the North Carolina Division of Coastal Management. Comments from Federal review agencies will be furnished to the State. If your application must be withdrawn from this general permit process for any reason, you will be written and informed of its further management.
