Any violation of these terms may subject permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void. (1) The structure will be constructed in strict accordance with the work plat. (2). The activity will be conducted in such a manner as to prevent significant increases in turbidity outside the area of construction or construction-related discharge. (3) The permittee will maintain the authorized structure in good condition and in conformance with the terms and conditions of this permit. The permittee is not relieved of this requirement if he abandons the permitted activity without having it transferred to a third party. NOTE: The use of this structure and associated airplane should be coordinated with the Regional Director of the Federal Aviation Administration. NOTE: Buoys should be placed on either side of the ramp at the waterward- most end to alert passing vessels of the submerged obstruction. The buoysmust be installed in accordance with U.S. Coast Guard specifi- cations for obstruction markers and/or as per standards of the Uniform Marker System administered by the N.C. Wildlife Resources Commission. This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. An appeal requires resolution prior to work initiation or continuance, as the case may be. This permit must be accessible on-site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered 'hereunder requires further Departmental approval. All work must cease when the permit expires on December 31. 1990 In issuing this permit, the State of North Carolina agrees that your project is consistent with the North Carolina Coastal Management Program. We recommend that the following conditions be included in the State authorization: a. A review of your application received May 22, 1987, for a Department of the Army permit to construct a wooden, pile supported seaplane ramp on the Pasquotank River, Elizabeth City, Pasquotank County, North Carolina, indicates it to be a candidate for Federal authorization under this general permit. MARSHALL S. REDDING BIO REPORT PAGE 2 SITE DESCRIPTION FAST TRACK The applicant's property is located in Pasquotank County in Elizabeth City at 914 Riverside Avenue on the Pasquotank River. Existing on the property is a single family residence, garage and boat house. The lot is vegetated with lawn grasses. There is an existing pier and bulkhead. The applicant proposes to construct a sea-plane ramp extending out 50' X 24' wide into the Pasquotank River. This ramp is to be constructed of salt-treated timbers and to be placed on salt-treated pilings. This ramp will extend length- wise approximately 30' below water, at a maximum water depth of -3'. This ramp will extend onto highground approximately 301. ANTICIPATED IMPACTS This project will result in the shading of approximately 1200 square feet of river bottom.
