Your proposal has been reviewed and found to be consistent with the provisions and objectives of general permit No. SAWC080- N-000-0291. Therefore, you may commence construction activity in strict accordance with applicable State authorization and the enclosed plan. Failure to comply with the State authorization or conditions of the general permit could result in a violation of Federal law. (1) All work will be conducted in strict accordance with the attached project plans. (2) An earthen plug will be left between the basin and the Trent River until excavation landward of the plug has been completed. To prevent unnecessary sediments from reaching adjacent waters, 24 hours will be allowed to elapse before the plug is removed. (3) All excavated spoil material must be retained in a proper fashion on the attending spoil barge or on the highground in such a way as to prevent its return to the adjacent wetland areas and surface waters of the river. (4) Excavation will not exceed 5 feet below the elevation of normal high water. Project summary To excavate an entrance channel and highground boat basin of the Trent River an to construct a sing e family residence in Trent Shores Subdivision r P 9. Narrative description The proposed project site consists of a 5.4 acre residential lot in Trent Shore Subdivision off of SR 1206 within the Town of Trent Woods on the Trent River in Craven County. Mr. Leonard Raynor the applicant proposes to build his home on the property and excavate into the highground a channel and boat basin. The site preparation has taken place beyond the CAMA 75' AEC jurisdiction over the past few years. Today in an area some 125 feet from the river a large mount of earth and fill material waits for construction of the house. The area is well vegetated and stabilized between the house site and the open river. The elevation of the fill material is approximately 9 feet above mean sea level. This is important since the area is prone to flooding and is under the Federal Flood Insurance Program as administered by Craven County. Near the south east corner on the down stream side of the property the applicant proposes to excavate by the drag line method an entrance channel measuring 87 feet long and an average of 25 feet wide. The entrance channel will have a water depth of minus 5 feet. This work will be accomplished by a barge mounted crane with an attending spoil barge. A 50' long by 25' wide highground canal will connect the entrance channel to the boat basin. The water depths in the connecting canal will not exceed minus 5 feet on normal water. Although the basin is oblong in shape it roughly measures 80 feet long by 50 feet wide. A controlling water depth of minus 4 feet will be maintained throughout the basin area. On the north side of the basin excavation will be required to create a boat slip area that'will measure about 20 feet wide by 35 feet long. A roof covered boathouse will be constructed around the proposed boat slip area. All of the highground excavation work will take place in the dry and behind an earth and plug maintained between the canal and the open waters of the Trent River. All of the spoil materials some 900 cubic yards of sandy loam will be stock piled on the highground property and contained by temporary earth and dikes. After the spoil has dried it will be used along the eastern side lines of the property to create a landscaped mount with elevations between 4 and 9 feet. The newly created shoreline at the river and along the highground canal will be stabilized with rock riprap and the interior shoreline of the boat basin will be bulkheaded with a tongue and grooved sheet pile structure. Except for the concrete sidewalks around the proposed boat basin and the roof covered boathouse, the entire CAMA 75' AEC will be maintained with natural vegetation and no impervious surface areas. Two discreet areas of coastal wetlands exist along the shoreline but are not directly involved with the proposed project. 10. Anticipated impacts The surface waters of the Trent River at this point have been classified by the Division of Environmental Management as SB which is suitable for swimming. It is doubtful that the proposed boat basin project will significantly alter the water quality of the river. In addition the project design of sloping the water depths from 4 to 5 feet should help eliminate any stagnant water problems. The project will provide no impact on traditional navigational uses of the river or any vegetated wetlands. On the highground excavation of the basin and all earth moving activities are designed to take place so as to prevent the return of silt and sediments to the adjacent waters of the Trent River. CAMA REVIEW A review of the 1985 land use plan for the Town of Trent Woods did not reveal any development constrains that would cause the project to be inconsistent with the goals and objectives of that document. Project summary To excavate an entrance channel and highground boat basin off the Trent River an to construct a single family residence in Trent Shores Subdivision.. k 9. Narrative description The proposed project site consists of a 5.4 acre residential lot in Trent Shore Subdivision off of SR 1206 within the Town of Trent Woods on the Trent River in Craven County. Mr. Leonard Raynor the applicant proposes to build his home on the property and excavate into the highground a channel and boat basin. The site preparation has taken place beyond the CAMA 75' AEC jurisdiction over the past few years. Today in an area some 125 feet from the river a large mount of earth and fill material waits for construction of the house. The area is well vegetated and stabilized between the house site and the open river. The elevation of the fill material is approximately 9 feet above mean sea level. This is important since the area is prone to flooding and is under the Federal Flood Insurance Program as administered by Craven County. Near the south east corner on the down stream side of the property the applicant proposes to excavate by the drag line method an entrance channel measuring 87 feet long and an average of 25 feet wide. The entrance channel will have a water depth of minus 5 feet. This work will be accomplished by a barge mounted crane with an attending spoil barge. A 50' long by 25' wide highground canal will connect the entrance channel to the boat basin. The water depths in the connecting canal will not exceed minus 5 feet on normal water. Although the basin is oblong in shape it roughly measures 80 feet long by 50 feet wide. A controlling water depth of minus 4 feet will be maintained throughout the basin area. On the north side of the basin excavation will be required to create a boat slip area that will measure about 20 feet wide by 35 feet long. A roof covered boathouse will be constructed around the proposed boat slip area. All of the highground excavation work will take place in the dry and behind an earth and plug maintained between the canal and the open waters of the Trent River. All of the spoil materials some 900 cubic yards of sandy loam will be stock piled on the •highground property and contained by temporary earth and dikes. After the spoil has dried it will be used along the eastern side lines of the property to create a landscaped mount with elevations between 4 and 9 feet. The newly created shoreline at the river and along the highground canal will be stabilized with rock riprap and the interior shoreline of the boat basin will be bulkheaded with a tongue and grooved sheet pile structure. Except for the concrete sidewalks around the proposed boat basin and the roof covered boathouse, the entire CAMA 75' AEC will be maintained with natural vegetation and no impervious surface areas. Two discreet areas of coastal wetlands exist along the shoreline but are not directly involved with the proposed project. 10. Anticipated impacts The surface waters of the Trent River at this point have been classified by the Division of Environmental Management as SB which is suitable for swimming. It is doubtful that the proposed boat basin project will significantly alter the water quality of the river. In addition the project design of sloping the water depths from 4 to 5 feet should help eliminate any stagnant water problems. The project will provide no impact on traditional navigational uses of the river or any vegetated wetlands. on the highground excavation of the basin and all earth moving activities are designed to take place so as to prevent the return of silt and sediments to the adjacent waters of the Trent River.
