This permit, issued on is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
1) The bulkhead will not extend waterward more than two feet from the existing
deteriorated bulkhead at any point along its alignment.
2) All backfill material will be obtained from a high-ground source and confined
behind the permitted bulkhead.
3) All fill material to be placed below normal water level will be confined
behind the permitted bulkhead.
4) The activity will be conducted in such a manner as to prevent significant
increases in turbidity outside the area of construction or construction-
related discharge.
NOTE: The proposed project is certified under General Water Quality Certification
No. 1272 issued on November 10, 1978, for bulkhead construction.
This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be. .
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on

Colington Harbour in Dare County on Sloop Inlet.

SITE DESCRIPTION
The applicant's property is located in Dare County in Colington Harbour, Lot
54-A on Sir Chandler Drive on Sloop Inlet, a man made canal off the Albemarle Sound.
There is an existing delapidated bulkhead, which has an eroded area behind it
approximately 3' X 45'. A single family residence is located on the lot, with the
lawn being vegetated with lawn grasses. No wetland.species are located on this
property.
The applicant proposes to construct a new salt-treated bulkhead approximately
2' waterward of the old existing bulkhead. The proposed bulkhead will adjoin a new
bulkhead on the west side of their property. The proposed bulkhead will be 2' out
from the neighbor's old bulkhead on their east side of their property.
ANTICIPATED IMPACTS
The project as proposed will result in the filling of 235 square feet of canal
bottom, resulting in 44 cubic yards of fill, with 17 of these being below NWL.
The project will result in increased levels of turbidity during construction, however,
these effects will be short termed and localized.

Colington Harbour is three miles west of Kill Devil Hills, North
Carolina. Take Routes 17 or 168 from Tidewater, Virginia, or
Route 64 from Raleigh, NC. Follow Route 158 bypass to the
south side of Wright Memorial, turn west onto Colington Road.
This leads directly to Colington Harbour.
