Pritchett, Jr. Alligator River Dare County Dear Mr. Pritchett: Your request for modification of the CAMA Permit 186-84 which was issued for the marina renovation at Alligator River and US Highway 64, has also initiated a modification of the water quality certification of the proposed fill activity associated with the project. The steel sheet pile originally proposed for the project was considered to be "structure" and thus was not included in the water quality certification which was issued for "fill" The modification to allow stone jetties in place of the sheet pile must have a modified certification since the stone is considered to be "fill" as opposed to "structure". Water Quality Certification No. 1749 is hereby amended to include the construction of a stone jetty for the marina renovation project. G. Pritchett August 13, 1987 In September of 1984 this office issued a permit to Mr. Pritchett to renovate the old marina cut off of the Alligator River at the Hwy. 64 bridge. Due to the presence of large amounts of stumps and debris, the permittee has requested to change from steel sheet pile to stone jetties, covering perhaps 6-7000 sq. feet of river bottom. Your office required a 401 for other work during the initial review. We would prefer to await final action on the CAMA permit until we receive notice of 401 coverage. Box 1507 Washington, North Carolina 27889 Dear Mr. Gossett: Work is well underway under Permit 186-84. During the excavation of undisturbed areas of the basin it is found to contain large logs, roots, and stumps. These were thought to be only two feet deep, but it is found to run about six feet deep. In order to drive sheet steel, the stumps and logs would have to be removed by dragline thus disturbing the river bottom to a depth of six feet. I would like to request that the wording be changed undex the Jetties to allow the placement of rip rap in areas that contain logs, roots and stumps. Stumps would be cut off and filter cloth placed on bottom with rip rap two feet above NW. inclosed is a copy of the original permit and also the proposed change. Please note that the alignment and length of the Jetties remains the same but will be twenty feet from channel to allow a stable base for the rip rap. Please note the filter cloth under and between rip rap to keep stone frcm. settling and sediment movement.
