(1) The proposed pumphouse replacement must be located and constructed in strict compliance with the attached project plans, i.e., in the same location as the storm damaged facility that has been dismantled. (2) The activity will be conducted in such a manner as to prevent significant increases in turbidity outside the area of construction or construction-related discharge (increases of 25 NTUs or less are not considered significant). (3) All reasonable precautions to prevent fuel spillage at the pumpstation must be incorporated into the design and operation of the facility. NOTE: The Corps of Engineers, on September 8, 1987, authorized pumphouse replacement under General Permit .... 0277. This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. An appeal requires resolution prior to work initiation or continuance, as the case may be. This permit must be accessible on-site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Departmental approval. NARRATIVE DESCRIPTION: The applicant's property consists of approximately 1000 acres located in the northeast corner of Pamlico County on Pamlico Sound. The area is a State owned and managed waterfowl impoundment which is part of the Goose Creek Game Land. There are currently a storage shed and a hunter refuge building on the dikes. A current Dredge and Fill Permit #85-73 and #217-73 covers dike and canal maintenance. This permit application is for a 14' x 12' wooden pumphouse which will be located at the upper end of a man-made canal (Clark Creek). Approximately 8' x 12' (96 square feet) will be extended out over estuarine waters. The former pumphouse which was located in the exact location as the proposed new pumphouse was removed within the last 7-8 months. 10. ANTICIPATED IMPACTS: The project as proposed will have minimal impacts. Since a pumphouse was previously located in the same place, and also since the project is located at the upper end of a man-made canal, impacts will basically be the same as the previous pumphouse. If the applicant is not claiming to be the owner of said property, then for- ward a copy of the deed or other instrument under which the owner claims title, plus written permis- sion from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on 8 V2 x 11 white paper.
