basin located at the mouth of Whittaker PPk, south sidaf in
Oriental, Pamlico County,

9. Narrative description
Applicants property is a tract approximately one acre in size
located at the mouth of Whittaker Creek on the south side in
the Town of Oriental in Pamlico County. The property is a
peninsula bounded by Neuse River to the east, Whittaker Creek
to the north, and a man-made basin on the eastside. The
property is characterized by sandy soils on which grow pines
and other domestic yard species. The shoreline is bulkheaded
where it borders Neuse River and a small frame residential
structure exists on the property.
In the southeast corner of the existing boat basin is an area
that is presently bulkheaded adjacent to the existing boat-
ramp. The applicant desires to square off this boast.basin
a minor amount in order to provide more docking space for the
small boat he keeps at the site. In order to facilitate this
the pier will be expanded an additional 5 feet and the
excavated area will be bulkheaded.
10. Anticipated impacts
Constructing this project as proposed will involve the
disturbance of approximately 35 square feet of highground
which will be turned into open water area. It will produce
approximately 6 cubic yards of spoil material which will be
spread over approximately 300 square feet of highground in
the applicants yard. Adjacent waters are classified as SA
according to the Division of Environmental Management; are
closed to shellfishing according to the Division of Health
Services, and Whittaker Creek is a designated primary nursery
area by the Division of Marine Fisheries.

Dear Mr. Munn:
The Division of Coastal Management hereby acknowledges receipt
of your application for state approval for development of your
property located at the mouth of Whittaker Creek on the south
side in the Town of Oriental in Pamlico County. It was
received on May 20, 1987, and appears to be adequate for
processing at this time. The projected deadline for making a
decision is August 13, 1987. An additional 75-day review period
may be necessary and if so you will be advised of the extension
and the new deadline.
NCGS 113A-119 (b) requires that Notice of an application be
posted at the location of the proposed development. Enclosed
you will find a "Notice of Permit Filing" postcard which must
be posted at the property of your proposed development. You
should post this notice at a conspicuous point along your
property where it can be observed from a public road. Some
examples would be: nailing the notice card to a telephone pole
or tree along the road right-of-way fronting your property, or
at a point along the road right-of-way where a private road
would lead one into your property. Failure to post this notice
could result in an incomplete application.
An onsite inspection will be made and if additional information
is required, you will be contacted by the appropriate state or
federal agency. If you have any questions, contact me.

The Division of Coastal Management hereby acknowledges receipt
of your application for state approval for development of your
property located at the mouth of Whittaker Creek on the south
side in the Town of Oriental in Pamlico County. It was
received on May 20, 1987, and appears to be adequate for
processing at this time. The projected deadline for making a
decision is August 13, 1987. An additional 75-day review period
may be necessary and if so you will be advised of the extension
and the new deadline.
NCGS 113A-119 (b) requires that Notice of an application be
posted at the location of the proposed development. Enclosed
you will find a "Notice of Permit Filing" postcard which must
be posted at the property of your proposed development. You
should post this notice at a conspicuous point along your
property where it can be observed from a public road. Some
examples would be: nailing the notice card to a telephone pole
or tree along the road right-of-way fronting your property, or
at a point along the road right-of-way where a private road
would lead one into your property. Failure to post this notice
could result in an incomplete application.
An onsite inspection will be made and if additional information
is required, you will be contacted by the appropriate state or
