parking lot, swimming. pool and conference center. The waste water
treatment plant will also be expanded on the north side of Hwy 58
9. Narrative description
The existing Holiday Ihn Motel located in Pine Knoll Shores is a
familiar landmark on the Salter Path Road heading west on NC Hwy
58. The project site is located approximately 2.8 miles west of
the.Atlantic Beach stoplight on Bogue Banks in Carteret County.
The owners of the Holiday Inn are the Atlantic Beach Associates.
They have submitted a major LAMA application to completely expand
the existing facility on the west side of the existing building
next to the Atlantis Lodge. The applicants own approximately
10.6 acres-of which 4.9 acres are scheduled for development under
the current CAMA application.
This project, the site and the proposed development can be
divided into four distinct geographical areas. Three of these
areas are on the south side of Hwy 58 and one on the north side.
The first zone of importance is located along the ocean beach and
is known as the CAMA ocean erodible AEC. It extends 120'
landward from the first line of stable dune vegetation. Sheet 1
of the work plat drawing demonstrates the location of this CAMA
recession line. In addition, the position of this line on the
property can be easily relocated since the applicant has taken
specific measurements from the hard surface road right of way to
the recession line. Development within this area consists of the
following structures. Two 5' wide pedestrian boardwalks, each
approximately 140' long. The primary dunes will-remain intact
and undisturbed by construction of the walkways. on the east side
of the project site at the point of the 120' recession line, the
applicant proposes to construct a swimming pool with a concrete
apron measuring a maximum of 40' wide by 70' long. This area,
approximately 3000 sq. ft., is generally flat and within a
previously disturbed area from construction that took place on
the Holiday Inn back in 1972. The last item in this area will be
an elevated, glass-enclosed walkway that will connect pedestrian
traffic from the existing motel to the new building.
The next zone scheduled for construction is, still within the
ocean high hazard AEC and is determined as the next 50' wide area
between the 120' recession line and the 170' recession line.
This area contains approximately 24,000 sq. ft. and will be
occupied by a 5 story motel building and one story conference
center. The footprint of the proposed motel approximates 52'
wide by 308' long. As the work plats show, asphalt parking lots
will surround the building on the west and north sides. There
are at present 108 paved parking spaces for the existing facility
with 194 new parking spaces proposed.
.The largest zone scheduled for construction is not within a CAMA
AEC. This zone is located between the proposed motel and the
existing paved road, Hwy 58. This area measures approximately
480' long by approximately 2201wide. Although the majority of
this 2.4 acres will be taken up by asphalt parking, the project
design does preserve about 49,000 sq. ft. of open green space
that will have an absorptive, permeable value. In addition, the
project design will include an underground stormwater catchment
and collection system that will retain rainwater on the site.
The project plan submitted to this office also includes measures.
to control windblown sand and the containment of sedimentation
during the construction phase of the project.
The fourth and last zone to be developed within this project is
located on the north side of hwy 58 behind the Handyhouse. Oak
Leaf Drive.borders the disposal field on the west side. The
applicant proposes to upgrade.the existing septic tank system and
run a new 2" PVC pipe under the highway to an open field area. A
series of two new disposal fields will be installed to
accommodate the expanded motel.
10. Anticipated Impacts
Construction within the 120' ocean erodible area appears to be
permittabl.e without significant impact to the existing sand dunes
.or supportive vegetation. The two wooden pedestrian accessways
crossing the primary and frontal dune system will be accomplished
on vertical piling without alteration to these physical features
The proposed swimming pool has been situated as close to the
actual 120.' recession line as possible. The same can be saidfor
that portion of the glass-enclosed elevated walkway connecting
the two buildings. Little to no impact is anticipated.
In area two of the project, construction-standards pursuant to
the North Carolina building code are critical to the stability
and quality of the 5 story building and conference center. The
proposed motel is consistent with local zoning enforced by the
Town of Pine Knoll Shores. It has been noted that the project
site is zoned commercial and among other items that will be
dictated will be the number of parking spaces. Construction
scheduled in area 8 and 4 as previously outlined in this report
will take place with the coordinated efforts of the state and
local review agencies. The stormwater management and retention
plan that has been submitted with the project proposal should
work well to prevent off-site impacts of any large volumes of
water.
CAMA Review
The proposed Holiday Inn expansion program appears to be
consistent with the goals-and.objectives of the Pine Knoll Shores
Land Use Plan where-the highground property has been classified
as developed and the ocean erodible AEC as conservation. No
development constraints have been identified through the review
of that document.

Contract covers the following:
Installation of 10" steel casing (dry bore) to accomodate 4"
Force Main or utilize existing 10" casing on NC 58 located at
Pine Knolls Town limit.
APPROVED SUBJECT TO:
1. If existing casing not utilized a $500.00 performance bond be
submitted to District Office before installing new casing.

proper `adapter units to connect different pipe materials. No separate payment
will be made for adapters.
2K.11 PAVEMENT AND PROPERTY REPAIR AND REPLACEMENT: The Contractor shall
restore al pavement, sidewalks, curbing and gutters, shrubbery, storm drains,
fences, poles, sod or other property and surfaces removed or disturbed as a part
of the work to a condition equal to that before the work began. No permanent

the cover and frame shall be not less than 300 pounds.' The cover shall be

2K.8 CLEANOUTS for house service laterals or pipelines shall be provided where
and as shown `on *the drawings. The extension to grade sha-11 be set six inches
above finished grade or where located in pavement or driveway shall be set 6
inches below grade in casting as shown on the drawings. Provide cap and plug
for all cleanouts. Compaction--ar-ound Gleanouts shall be- to 95 percent density.
2K.9 BORING AND JACKING: At various locations where indicated or directed, the
Contractor shall ore or jack encasement pipe under paved roads in lieu of
cutting pavement. This generally will also apply to mains under railroads and
State highway roads. Mains where Indicated shall be installed in steel casings
bored under the paving with the main thread through the casing. Jacking and
casings will be paid for at the price per foot bid for the size and length
installed and shall extend 6 feet beyond each side of the paving. Casing

The applicant is proposing to expand the Holiday Inn Motel with a
5 story addition, a conference center, swimming pool and parking
area. The wastewater is being handled by DHR in Raleigh. The
project has been reviewed to determine impacts to water quality.
The following comments are offered:
1. A 401 Certification is not required.
2. That to protect the water quality in Bogue Sound, no runoff
enter DOT's roadside ditch system in response to a storm
event of less than a 2-year intensity. Note: The revised
stormwater control plan sealed and dated 6/19/87 should meet
this requirement.
This office has no objections to the project provided the revised
stormwater control plan is followed.

8. Project summary the applicant proposes to expand the Holiday Inn
motel with a 5 story addition which will include 96 new rooms,
parking lot, swimming pool and conference center. The waste water
treatment plant will also be expanded on the north side of Hwy 58

9. Narrative description
The existing Holiday Inn Motel located in Pine Knoll Shores is a
familiar landmark on the Salter Path Road heading west on NC Hwy
58. The project site is located approximately 2.8 miles west of
the Atlantic Beach stoplight on Bogue Banks in Carteret County.
The owners of the Holiday Inn are the Atlantic Beach Associates.
They have submitted a major CAMA application to completely expand
the.existing facility on the west side of the existing building
next to the Atlantis Lodge. The applicants own approximately
10.6 acres of which 4.9 acres are scheduled for development under
the current CAMA application.
This project, the site and the proposed development can be
divided into four distinct geographical areas. Three of these
areas are on the south side of Hwy 58 and one on the north side.
The first zone of importance is located along the ocean beach and
is known as the CAMA ocean erodible AEC. It extends 120'
landward from the first line of stable dune vegetation. Sheet 1
of the work plat drawing demonstrates the location of this CAMA
recession line. In addition, the position of this line on the
property can be easily relocated since the applicant has taken
specific measurements from the hard surface road right of way to
the recession line. Development within this area consists of the
following structures. Two 5' wide pedestrian boardwalks, each
approximately 140' long. The primary dunes will'remain intact
and undisturbed by construction of the walkways. On the east side
of the project site at the point of the 1201. recession line, the
applicant proposes to construct a swimming pool with a concrete
apron measuring a maximum of 40' wide by 70' long. This area,
approximately 3000 sq. ft., is generally flat and within a
previously disturbed area from construction that took place on
the Holiday Inn back in 1972. The last item in this area will be
an elevated, glass-enclosed walkway that will connect pedestrian
traffic from the existing motel to the new building.
The next zone scheduled for construction is still within the
ocean high hazard AEC and is determined as the next 50' wide area
between the 120' recession line and the 170' recession line.
This area contains approximately 24,000 sq. ft. and will be
occupied by a 5 story motel building and one story conference
center. The footprint of the proposed motel approximates 52'
wide by 308' long. As the work plats show, asphalt parking lots
will surround the building on the west and north sides. There
are at present 108 paved parking spaces for the existing facility
with 194 new parking spaces proposed.
The largest zone scheduled for construction is not within a CAMA
AEC. This zone is located between the proposed motel and the
existing paved road, Hwy 58. This area measures approximately
480' long by approximately 2201wide. Although the majority of
this 2.4 acres will be taken up by asphalt parking, the project
design does preserve about 49,000 sq. ft. of open green space
that will have an absorptive, permeable value. In addition, the
project design will include an underground stormwater catchment
and collection system that will retain rainwater on the site.
The project plan submitted to this office also includes measures
to control windblown sand and the containment of sedimentation
during the construction phase of the project.
The fourth and last zone to be developed within this project is
located on the north side of hwy 58 behind the Handyhouse. Oak
Leaf Drive borders the disposal field on the west side. The
applicant proposes to upgrade the existing septic tank system and
run a new 2" PVC pipe under the highway to an open field area. A
series of two new disposal fields will be installed to
accommodate the expanded motel.
10. Anticipated Impacts
Construction within the 120' ocean erodible area appears to be
permittable without significant impact to the existing sand dunes
or supportive vegetation. The two wooden pedestrian accessways
crossing the primary and frontal dune system will be accomplished
on vertical piling without alteration to these physical features.
The proposed swimming pool has been situated as close to the
actual 120' recession line as possible. The same can be said for
that portion of the glass-enclosed elevated walkway connecting
the two buildings. Little to no impact is anticipated.
In area two of the project, construction standards pursuant to
the North Carolina building code are critical to the stability
and quality of the 5 story building and conference center. The
proposed motel is consistent with local zoning enforced by the
Town of Pine Knoll Shores. It has been noted that the project
site is zoned commercial and among other items that will be
dictated will be the number of parking spaces. Construction
scheduled in area 3 and 4 as previously outlined in this report
will take place with the coordinated efforts of the state and
local review agencies. The stormwater management and retention
plan that has been submitted with the project proposal should
work well to prevent off-site impacts of any large volumes of
water.
CAMA Review
The proposed Holiday Inn expansion program appears to be
consistent with the goals-and objectives of the Pine Knoll Shores
Land Use Plan where the highground property has been classified
as developed and the ocean erodible AEC as conservation. No
development constraints have been identified through the review
of that document.

proper adapter units to connect different pipe materials. No separate payment

2K.11 PAVEMENT AND PROPERTY REPAIR AND REPLACEMENT: The Contractor shall
restore al pavement, sidewalks, curbing and gutters, shrubbery, storm drains,
fences, poles, sod or other property and surfaces removed or disturbed as a part
of the work to a condition equal to that before the work began. No permanent
pavement shall be restored unless and until in the opinion of the Engineer, the
condition of the backfill is such.as to properly support the pavement. Pavement
repair for state highway pavements shall conform to the N. C. Department of

restore a pavement, sidewalks, curbing and gutters, shrubbery, storm drains,
fences, poles, sod or other property and surfaces removed or disturbed as a part
of the work to a condition equal to that before the work began. No permanent
pavement shall be restored unless and until in the opinion of the Engineer, the
condition of the backfill is such.as to properly support the pavement. Pavement
repair for state highway pavements shall conform to the N. C. Department of
Transportation requirements. Payment for pavement repair and concrete.will be
made as stated under the paragraph for measurement and payment.

Dear David:
Mr. Bob Mercer (CAMA/Morehead City) suggested we submit the
attached plans for your review. The plans are for a five-story
convention center adjacent to the existing Holiday Inn complex.
The site is presently undeveloped and therefore would need manage-
ment of the stormwater for the completed project.
In developing a plan we reviewed 15 NCAC 2B.0200 and .0217
for compliance. The project is on the ocean side of the island
and behind the dune system. The drainage from the property generally
flows toward the sound side of the island which is classified
as SA. However, the site is 1,000+ feet from those waters and
portions of that regulation do not apply.
Attached is a topo of the area to be developed. This site
is unique in several reasons and the stormwater system planned
was developed around these unique features. The road (NC 58)
does not have a drainage ditch or swale within the DOT right of
way. The soils in this area are loose beach sand and therefore
very porous. Drainage from the existing Holiday Inn site and
the proposed site does not leave the property boundary. There
are two natural recharge areas in which the stormwater enters,
but does not leave. The first natural basis has a bottom elevation
of 4.3 MSL and stays dry most of the year. The second natural
basin is similar expept the base level is 5.8 MSL. The storm-
water culvert crossing NC 58 is at 5.61, but I could not see where
the water from this site had ever gotten high enough to form a
channel to the existing culvert.
Our plan is to use the first natural basin as a stormwater
retention and recharge area. We would prefer to leave the vegetation
as it is naturally. The capacity of the basin is approximately
20,165 cubic feet. In order to determine the inflow, we decided
to see what the level would be during a 100-year storm of a five-
minute duration. The level would be around 8.5 feet or 13,737
cubic feet. As a safety precaution, an overflow was set at

Elevation 9.0 to prevent any unfeseeable overflow from the area
during hurricanes and prevent any washover of NC 58. NC 58 would
be used for evacuation. However, it appears that from the calcu-
lations, this natural recharge basin could handle most of the
expected flows from the new and existing facilities.
Enclosed are the calculations and prints of the system, and
the erosion control plan. Once graded, runoff from the site is
not expected.

permittee to a fine; imprisonment or civil action; or may cause the permit to be null and void.
(1) All work will take place in accordance with the work plat drawings and
must conform with the local, state and federal building code requirements.
(2) The foundation pilings of the structure must be located landward of the
first line of stable natural vegetation a distance of 120'. This must
be established by DCM representatives from the Morehead Regional Office
immediately prior to any structural piling placement. The line must be
re-established if construction is not initiated within 60 days and/or if
there is a major shoreline change prior to construction beginning.
(3) All construction must comply with building requirements in Chapter 34,
Volume 1 and/or Section 39, Volume 1B of the Building Code.
(4) All foundations and structures must be designed to be stable during applicable
fluctuations in ground elevation and wave force during a 100 year storm.
(5) In accordance with 15 NCAC 7H.0308(a), no seawall, bulkhead, ripraprevetments
(See attached sheet for Additional Conditions)
This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance; as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31, 1990
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

or other permanent shoreline stabilization will be allowed in the future
should the structure become threatened from erosion.
(6) In order to protect water quality in Bogue Sound, no runoff shall be allowed
to enter DOT's roadside ditch system in response to a storm event of less
than a 2 year intensity. The revised stormwater plan, dated 6/19/87 has
been approved by the Division of Environmental Management, DNRCD, to meet
this requirement and compliance with all aspects of that plan is hereby
made a condition of this permit.
NOTE: Revegetation of any bare sand areas around the walkways should be initiated
during the next growing season to reduce erosion.
NOTE: In order to protect hatchling sea turtles, all lights on the building
face, including balcony lights on the ocean side of all structures should
be eliminated. Where ocean side lighting is required, alternatives include
shading, screening, or replacing fixtures with modern alternative light:
sources. Parking lots, streets, tennis courts, walkways, dune crossovers,
pools, and other areas requiring lights should be illuminated with l?', >
fixtures located close to the ground to minimize casting direct lil.g
on the beach and dunes.
NOTE: An erosion and sedimentation control plan will be required for this project.
This plan must be filed at least thirty (30) days prior to beginning
any land disturbing activities. This plan should be submitted to the
Department of Natural Resources and Community Development, Land Quality `
Section, 7225 Wrightsville Avenue, Wilmington, NC 28403.
