In accordance with a written correspondence received on November 21, 2001 from Mr. Thomas
M. Walsh, Environmental Engineer for Gold Kist, Inc., we are forwarding herewith a corrected Page 4 of
Permit No. WQ0014565, issued on October 19, 2001, for the subject wastewater treatment and spray
irrigation system.
The following correction has been made to this permit:
Condition H. 11. requires that two feet of freeboard be maintained in the aerated treatment
lagoon and holding pond at all times, in accordance with Division of Water Quality (Division)
policy. This was a new requirement for this system with this most recent permit issuance.
However, it is now the Division's understanding that the system was not originally permitted
nor was it constructed to be able to accommodate this freeboard requirement. As such, the
Division has agreed to reduce the depth of freeboard that must be maintained at all times to 18
inches. Please note that this reduction does not absolve Gold Kist, Inc. from any permit
violation that might not have occurred if additional freeboard in the aerated treatment lagoon
and holding pond were available and maintained accordingly.
Please replace Page 4 with the corrected Page 4 into Permit No. WQ0014565, issued on
October 19, 2001.

4. Irrigation shall not be performed during inclement weather or when the ground is in a condition that
will cause runoff of the applied wastewater effluent.
Adequate measures shall be taken to prevent wastewater effluent runoff from the spray irrigation
areas.
6. The wastewater treatment and spray irrigation facilities shall be effectively maintained and operated
as a non -discharge system to prevent the discharge of any wastewater resulting from the operation
of these facilities.
The application rate of wastewater effluent onto the spray irrigation areas shall not exceed the
following:
a. A cumulative loading of 69.5 inches over any 12-month period at an instantaneous application
rate not to exceed 0.3 inches per hour.
b. A plant available nitrogen (PAN) loading of 425 pounds per acre per year. This PAN
application rate is based on crop requirements for Reed Cannary (i.e., 375 pounds of PAN per
acre per year) overseeded with Winter Rye (i.e., 50 pounds of PAN per acre per year), with both
crops being harvested. Should there be a desire to change the crops and/or crop management
plan for the subject spray irrigation areas, a request to modify this permit shall first be submitted
to and approved by the Division.
No type of wastewater effluent other than that from Gold Kist, Inc.'s Sanford Poultry Processing
Plant shall be applied onto the spray irrigation areas.
9. No traffic or equipment shall be allowed on the spray irrigation areas except while installation
occurs or while normal maintenance is being performed.
10. Public access to the spray irrigation areas shall be controlled during active use. Such controls may
include the posting of signs that notifies the public of the activities being conducted at the facilities.
11. Freeboard in the aerated treatment lagoon or holding pond shall not be less than 18 inches at any
time.
III. MONITORING AND REPORTING REQUIREMENTS
Arty monitoring (i.e., including groundwater, surface water, soil or plant tissue analyses) deemed
necessary by the Division to ensure surface water and groundwater protection shall be established,
and an acceptable sampling and reporting schedule shall be followed.
2. Influent wastewater flow to or effluent wastewater flow from the wastewater treatment and spray
irrigation facilities shall be continuously monitored and recorded, and daily flow values shall be
reported on Form NDMR-I. The Permittee shall install an appropriate flow measurement device
consistent with approved engineering and scientific practices to ensure the accuracy and reliability
of flow measurement. Flow measurement devices selected shall be capable of measuring flows with
a maximum deviation of less than 10 percent from true flow, accurately calibrated at a minimum of
once per year, and maintained to ensure that the accuracy of the measurements is consistent with the
accepted capability of that type of device.
