GREG YOUNG, TOWN MANAGER TOWN OF BOONE POST OFFICE DRAWER 192 BOONE, NORTH CAROLINA 28607-0192 ,77?�W,A IT NCDENR FORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES Subject: Permit No. WQ0013263 Town of Boone Distribution of Class A Wastewater Residuals Watauga County Dear Mr. Young: In accordance with a written request from Mr. Jim Barbee, Superintendent of Wastewater Treatment for the Town of Boone, that was received by the Division of Water Quality (Division) on October 11, 2000, we are forwarding herewith a corrected Page 3 of Permit No. WQ0013263, issued September 27, 2000, for the subject residuals distribution program. The following correction has been made to the permit: 1. On September 27, 2000, the Division issued a modified Permit No. WQ0013263, in response to a request from the Town of Boone to reduce the frequency with which the residuals were required to be sampled and analyzed. In accordance with the Town's request, the reissued permit approved an annual monitoring frequency for the nine metals regulated by 40 CFR Part 503 as well as performance of a toxicity characteristics leaching procedure (TCLP) on a once per permit cycle basis. However, monitoring of specific nutrients and micronutrients present in the residuals as well as that associated with demonstrating compliance with the required pathogen and vector attraction reduction alternatives were maintained at a quarterly frequency. Mr. Barbee's most recent correspondence stated that there was a slight miscommunication between the Town and the Division, in that the intent of the original request was to reduce all sampling to an annual frequency. As related to the Town previously, the Division cannot change the monitoring frequency required to demonstrate compliance with the pathogen and vector attraction requirements because of the federal regulations. However, with this correction, the Division is approving an annual sampling frequency for all metal, nutrient, micronutrient, and physical parameters listed in Condition III. 3. Adequate provisions shall be taken to prevent wind erosion and surface runoff from conveying pollutants from the residuals treatment and/or storage areas onto adjacent property or into any surface waters. 7. Upon classification of the facility by the Water Pollution Control System Operators Certification Commission (WPCSOCQ, the Permittee shall employ a certified operator to be in responsible charge (ORC) of the residuals distribution program. The operator shall hold a certificate of the type classification assigned to the residuals distribution program by the WPCSOCC. The Permittee shall also employ a certified back-up operator of the appropriate type to comply with the conditions of 15A NCAC 8G .0202. A label shall be affixed to the bag or other container in which residuals are sold or given away for application to the land, or an information sheet shall be provided to the person who receives the residuals sold or given away in another container for application to the Iand. The Iabel or information sheet shall contain the following information: a. The name and address of the person who prepared the residuals that is sold or given away in a bag or other container for application to the land. b. A statement that application of the residuals to the land shall be prohibited except in accordance with the instructions on the label or information sheet. c. The following statement shall be included to help prevent direct application of the product to water supply sources and all other waters of the state. "As with any fertilizer product, do not apply in or near any water supply source or any body of water, including wells, streams, rivers, and lakes." d. Residuals shall not be applied to any site that is flooded, frozen, or snow-covered. e. Adequate procedures shall be provided to prevent surface runoff from carrying any disposed or stored residuals into any surface waters. III, MONITORING AND REPORTING REQUIREMENTS 1. Any monitoring (including groundwater, surface water, residuals, soil, or plant tissue analyses) deemed necessary by the Division to ensure protection of the environment shall be established and an acceptable sampling and reporting schedule shall be followed. 2. Proper records shall be maintained by the Permittee tracking all residual activities. These records shall include, but shall not necessarily be limited to the following information: a. Source, amount, and analysis of each residual. b. Name of the initial recipient of the residuals, the amount distributed, and the intended use. An analysis of the residuals shall be conducted by the Permittee annually from the date of permit issuance, and the results shall be maintained on file by the Permittee for a minimum of five years. The residuals analysis shall include, but shall not necessarily be limited to, the following parameters: Aluminum Ammonia -Nitrogen Arsenic Cadmium Calcium Copper Lead Magnesium Mercury Molybdenum Nickel Nitrate -Nitrite Nitrogen Percent Total Solids pH Phosphorus Potassium Selenium Sodium Total Kjeldahl Nitrogen Zinc Plant Available Nitrogen (by calculation)
