with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.

1) All portions of the pier and mooring pilings must be 15' away from the
adjacent riparian property lines.and no less than 85'fronthe AIWW channel.
2) The project will be conducted in strict accordance with the permit plats.
3) The activity will ,be conducted in such a-manner as to prevent significant
increases- : n _ turbidity ; Quts_Ue the area ,.,of ..construction or construction--
related discharge..
NOTE: Permanent reflectors should be placed on the structure so as to make it
visible during hours of darkness or inclement weather.
This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance:
Any maintenance work or project' modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31, 1990
In issuing this permit, the 'State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

8. Project summary Applicant proposes to construct a pier to the IWW
atproperty located off SR 1162 in the Seagate Subdivision at Lot 16,
Section 4, Block C

9., Narrative Description
Applicant's property is a 1.4 acre tract located adjacent to the
Core Creek Canal at the Seagate Subdivision,-Lot 16, Section 4,
Block C. The property is found by taking SR 1162 off Highway
101, taking the last right, and the property is the next to the
last trailer on the left.
The property is 100' wide and approximately 590' deep.. The
watermost 350' of the property is composed of a salt marsh made
up of smooth cord grass and black needle rush. . The remaining
high ground is vegetated by pines and domestic yard species, and
on this portion of the property the applicant has set up his
mobile home.
The applicant is proposing to construct a pier extending from
his highground to the edge of the intracoastal waterway. This
pier is going to be approximately 392' in length, 5' wide and
will have a 501 'IT" on the end which will be 5' wide also. Five
mooring pilings will be placed around the pier in order to
facilitate docking of the applicant's vessel.
10. Anticipated Impacts
Conducting this project as proposed will involve some short term
localized turbidities which will surround the operation of
jetting in the pilings. Also, some short term localized impacts
will be experienced to the marsh from foot traffic carrying
construction equipment back and forth in the pier construction.
It is not expected for either one of these impacts to be
significant.
Adjacent waters are classified as SA according to the Division of
Environmental Management and are periodically open.for shell
fishing according to the Division of Health Services.

DEVELOPMENT PERMIT
The Department of Natural Resources and Community Development
hereby gives public notice as required by NCGS 113A-119(b) that ap-
plication for a development permit in an Area of Environmental con-
cern as designated under the CAMA was received on January 27, 1987
According to said application John Hinson proposes to construct a
per to the ITTa at property located off.SR 1162 in the Seagate
-Subdivision at Lot 16, Section 4, Block C.
A copy of the entire application may be examined or copied at the
Office of Nelson Paul, Coastal Management , Division of Marine
Fisheries Building in Morehead City during normal business hours.
Comments mailed to Mr. David Owens, Director, Division of Coastal
Management, P. 0. Box 27687, Raleigh, N. C. 27611,`prior to
March'3, 1987 will be.considered in making the
permit decision. Later comments will be accepted and considered up
to.the time of permit decision. Project modification may occur
based on review and comment by the.public and state and federal..
