This permit shall be effective from the date of issuance until October 31, 2001, and shall be subject to the conditions and limitations as specified therein. Please pay particular attention to the monitoring requirements in this permit. Failure to establish an adequate system for collecting and maintaining the required operational information will result in future compliance problems. If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to request an adjudicatory hearing upon written request within thirty (30) days following receipt of this permit. This request must be in the form of a written petition, conforming to Chapter 150E of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, P.O. Duplin County Its]tawav operation of a previously constructed 5,000 GPD spray irrigation treatment and disposal facility consisting of a 400,000 gallon anaerobic lagoon, a 120 GPM pump station, twenty-one (21) 17 GPM fixed sprinkler heads, and a 3.46 acre irrigation area to serve Tri-County Marketing, with no discharge of wastes to the surface waters, pursuant to the application received May 23, 1996, and in conformity with the project plan, specifications, and other supporting data subsequently filed and approved by the Department of Environment, Health and Natural Resources and considered a part of this permit. This permit shall be effective from the date of issuance until October 31, 2001, and shall be subject to the following specified conditions and limitations: I. PERFORMANCE STANDARDS The spray irrigation facilities shall be effectively maintained and operated at all times so that there is no discharge to the surface waters, nor any contamination of ground waters which will render them unsatisfactory for normal use. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions or failure of the irrigation area to adequately assimilate the wastewater, the Permittee shall take immediate corrective actions including those actions that may be required by the Division of Water Quality, such as the construction of additional or replacement wastewater treatment and disposal facilities. 2. The issuance of this permit shall not relieve the Permittee of the responsibility for damages to surface or groundwaters resulting from the operation of this facility. 3. The residuals generated from these treatment facilities must be disposed in accordance with General Statute 143-215.1 and in a manner approved by the North Carolina Division of Water Quality. 4. Diversion or bypassing of the untreated wastewater from the treatment facilities is prohibited_ 5. The following buffers shall be maintained: a) 400 feet between wetted area and any residence or places of public assembly under separate ownership, b) 150 feet between wetted area and property lines, c) 100 feet between wetted area and wells, d) 100 feet between wetted area and drainageways or surface water bodies, e) 50 feet between wetted area and public right of ways, f) 100 feet het,,veen wastewater treatment units and wells, and t) 50 leer between wastewater treatment units and property lines. II. OPERATION AND MAINTENANCE REQUIREMENTS 1. The facilities shall be properly maintained and operated at all times. 2. Upon classification of the facility by the Certification Commission, the Permittee shall employ a certified wastewater treatment plant operator to be in responsible charge (ORC) of the wastewater treatment facilities. The operator must hold a certificate of the type and grade at least equivalent to or greater than the classification assigned to the wastewater treatment facilities by the Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate type and grade to comply with the conditions of Title 15A, Chapter 8A, .0202. The ORC of the facility must visit each Class I facility at least weekly and each Class 11, III, and IV facility at least daily, excluding weekends and holidays, and must properly manage and document daily operation and maintenance of the facility and must comply with all other conditions of Title 15A, Chapter 8A, .0202. 3. A suitable, year-round vegetative cover shall be maintained. 4. Irrigation shall not be performed during inclement weather or when the ground is in a condition that will cause runoff_ 5. Adequate measures shall be taken to prevent wastewater runoff from the spray field. 6. The facilities shall be effectively maintained and operated as a non -discharge system to prevent the discharge of any wastewater resulting from the operation of this facility. 7. The application rate shall not exceed a cumulative loading of 44.0 inches over any twelve (12) month period at an instantaneous application rate not to exceed 0.5 inches per hour. 8. No type of wastewater other than that from Tri-County Marketing shall be sprayed onto the irrigation area. 9. No traffic or equipment shall be allowed on the disposal area except while normal maintenance is being performed. 10. Public access to the land application sites shall be controlled during active site use. Such controls may include the posting of signs showing the activities being conducted at each site. 11. Freeboard in the lagoon shall not be less than two feet at any time. 2 12. Results from the soils analysis required in Permit Condition III 4 shall be utilized to determine the appropriate amount of lime and/or gypsum to be incorporated into the spray irrigation field to neutralize potential salts buildup from the trailer cleaning agents and disinfectants. Salts accumulation shall not be allowed to build to a point that inhibits the soils ability to absorb the spray irrigated wastewater. 13. Only those cleaning agents and soaps which are bio-degradable, will not harm the cover crop, and will not contravene the groundwater standards listed in 15A NCAC 2L may be utilized in the subject trucking wash -out facility. 111. MONITORING AND REPORTING REQUIREMENT,,S 1. Any monitoring (including groundwater, surface water, soil or plant tissue analyses) deemed necessary by the Division of Water Quality to insure surface and ground water protection will be established and an acceptable sampling reporting schedule shall be followed. 2. Adequate records shall be maintained by the Permittee tracking the amount of wastewater disposed. These records shall include, but are not necessarily limited to, the following information: a. date of irrigation, b. volume of wastewater irrigated, c. field irrigated, d. length of time field is irrigated, e. continuous weekly, monthly, and year-to-date hydraulic (inches/acre) loadings for each field, f. weather conditions, and g . maintenance of cover crops. The effluent from the subject facilities shall be monitored by the Permittee at the point prior to irrigation every March, July, and November for the parameters listed by the North Carolina Department of Agriculture, Agronomic Division's Waste Analysis Report Form. This analysis shall be used in the monitoring and the proper management of the cover crops of the spray irrigation field. The analysis shall also be used as an indicator to prevent any damage to the soils ability to absorb the subject wastewater at the needed disposal rates. 4. A representative annual soils analysis (Standard Soil Fertility Analysis) shall be conducted on each site receiving residuals in the respective calendar year and the results maintained on file by the Permittee for a minimum of five years. The Standard Soil Fertility Analysis shall include, but is not necessarily limited to, the following parameters: Acidity Manganese Potassium Calcium Percent Humic Matter Sodium Copper pH Zinc Magnesium Phosphorus Base Saturation (by calculation) Cation Exchange Capacity 3 5. Three (3) copies of all operation and disposal records (as specified in condition 11I 2) on Form NDAR-1 shall be submitted on or before the last day of the following month. Three (3) copies of all effluent monitoring data (as specified in condition lII 3) on Form NDMR-1 shall be submitted on or before the last day of April, August, and December. Three (3) copies of the representative soils analysis shall be submitted annually on or before March I of the following year. Noncompliance Notification: The Permittee shall report by telephone to the Wilmington Regional Office, telephone number (910) 395-3900, as soon as possible, but in no case more than 24 hours or on the next working day following the occurrence or first knowledge of the occurrence of any of the following: a. Any occurrence at the wastewater treatment facility which results in the treatment of significant amounts of wastes which are abnormal in quantity or characteristic, such as the known passage of a slug of hazardous substance through the facility, or any other unusual circumstances; b. Any process unit failure, due to known or unknown reasons, that renders the facility incapable of adequate wastewater treatment or disposal, such as mechanical or electrical failures of pumps, compressors, etc.; c. Any failure of a pumping station, sewer line, or treatment facility resulting in a by-pass directly to receiving waters without treatment of all or any portion of the influent to such station or facility; or d . Any time that self -monitoring information indicates that the facility has gone out of compliance with its permit limitations. Persons reporting such occurrences by telephone shall also file a written report in letter form within five (5) days following first knowledge of the occurrence. This report must outline the actions taken or proposed to be taken to ensure that the problem does not recur. i V . GROUNDWATER REQUIREMENTS Within 90 days of permit issuance, three (3) monitor wells, one (1) upgradient and two (2) downgradient, shall be installed to monitor groundwater quality. The well(s) shall be constructed such that the water level in the well is never above or below the screened (open) portion of the well at any time during the year. The general location and name for each well is marked on Attachments A and B. Each monitoring well shall be located at the review boundary, constructed in accordance with this permit, and approved by the Wilmington Regional Office. 2. Monitor wells, MW-1, MW-2, and MW-3, shall be sampled initially after construction and thereafter every March and November for the following parameters: Total Ammonia Orthophosphates Chloride Fecal Coliform TDS TOC Nitrate Water Level Volatile Organic Compounds - In November only by Method 6230D below 4 Method 6230D (Capillary - Column), "Standard Methods For The Examination of Water and Wastewater", 17th ed., 1989 The measurement of water levels must be made prior to sampling for the remaining parameters. The depth to water in each well shall be measured from the surveyed point on the top of the casing. The measuring points (top of well casing) of all monitoring wells shall be surveyed to provide the relative elevation of the measuring point for each monitoring well. If TOC concentrations greater than 10 mg/l are detected in any downgradient monitoring well, additional sampling and analysis must be conducted to identify the individual constituents comprising this TOC concentration. If the TOC concentration as measured in the background monitor well exceeds 10 mg/l, this concentration will be taken to represent the naturally occurring TOC concentration. Any exceedances of this naturally occurring TOC concentration in the downgradient wells shall be subject to the additional sampling and analysis as described above. If any volatile organic compounds are detected by Method 6230D, then the Wilmington Regional Office Groundwater Supervisor, telephone number (910) 395-3900, must be contacted immediately for further instructions regarding any additional follow-up analyses required. The results of all initial and follow-up analyses must be submitted simultaneously. The results of the sampling and analysis must be received on Form GW-59 (Groundwater Quality Monitoring: Compliance Report Form) by the Groundwater Section, Permits and Compliance Unit, P.O. Box 29578 Raleigh, N.C. 27626-0578 on or before the last working day of the month following the sampling month. 3. Any groundwater quality monitoring, as deemed necessary by the Division of Water Quality, shall be provided. 4. All wells that are constructed for purposes of groundwater monitoring shall be constructed in accordance with 15A NCAC 2C .0108 (Standards of Construction for Wells Other than Water Supply) and any other state and local taws and regulations pertaining to well construction. 5. The Wilmington Regional Office, telephone number (910) 395-3900, shall be notified at least forty-eight (48) hours prior to the construction of any monitoring well so that an inspection can be made of the monitoring well location. Such notification to the regional groundwater supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding state holidays. 6. Within sixty (60) days of completion of all monitoring wells, the permittee shall submit two original copies of a scaled map (scale no greater than 1":100') signed and sealed by a state licensed land surveyor that indicates all of the following information: a. the location and identity of each monitoring well, b . the location of all components of the waste disposal system, c. the location of all property boundaries, within 500 feet of the lagoon and spray field, d . the latitude and longitude of the established horizontal control monument, e. the relative elevation of the top of the well casing (which shall be known as the "measuring point"), and f. the depth of water below the measuring point at the time the measuring point is established. The survey shall be conducted using approved practices outlined in North Carolina General Statutes Chapter 89C and the North Carolina Administrative Code Title 21, Chapter 56. The surveyor shall establish a horizontal control monument on the property of the waste disposal system and determine the latitude and longitude of this horizontal control monument to a horizontal positional accuracy of +/- 10 feet. All other features listed in a. through e. above shall be surveyed relative to this horizontal control monument. The positional accuracy of features listed in a. through e. above shall have a ratio of precision not to exceed an error of closure of 1 foot per 10,000 feet of perimeter of the survey. Any features located by the radial method will be located from a minimum of two points. Horizontal control monument shall be installed in such a manner and made of such materials that the monument will not be destroyed due to activities that may take place on the property. The map shall also be surveyed using the North American Datum of 1983 coordinate system and shall indicate the datum on the map. All bearings or azimuths shall be based on either the true or NAD 83 grid meridian. If a Global Positioning System (GPS) is used to determine the latitude and longitude of the horizontal control monument, a GPS receiver that has the capability to perform differential GPS shall be used and all data collected by the GPS receiver will be differentially corrected. The maps and any supporting documentation shall be sent to the Groundwater Section, N.C. Division of Water Quality P.O. Box 29578 Raleigh, N.C. 27626-0578. 7. Within thirty (30) days of completion of all well construction activities, a certification must be received from a professional engineer certifying that the monitoring wells are located and constructed in accordance with the Well Construction Standards (15A NCAC 2C) and this permit. This certification should be submitted with copies of the Well Completion Form (GW-1) for each well. Mail this certification and the associated GW-1 forms to the Permits and Compliance Unit, Groundwater Section, P.O. Box 29578, Raleigh, NC, 27626-0578. 8. For the initial sampling of the well as specified elsewhere in the permit, the permittee shall submit a copy of the GW-1 Form (Well Completion Form) with the Compliance Monitoring Form (GW-59) for that well. Compliance Monitoring Forms that do not include copies of the GW-1 form will be returned to the permittee without being processed. Failure to submit these forms as required by this permit may result in the initiation of enforcement activities pursuant to NC General Statutes 143-215.6. 9. The COMPLIANCE BOUNDARY for the disposal system is specified by regulations in 15A NCAC 2L, Groundwater Classifications and Standards. The Compliance Boundary is for the disposal system constructed after December 31, 1983 is established at either (1) 250 feet from the waste disposal area, or (2) 50 feet within the property boundary, whichever is closest to the waste disposal area. An exceedance of Groundwater Quality Standards at or beyond the Compliance Boundary is subject to immediate remediation action in addition to the penalty provisions applicable under General Statute 143-215.6A(a)(1). In accordance with 15A NCAC 2L, a REVIEW BOUNDARY is established around the disposal systems midway between the Compliance Boundary and the perimeter of the waste disposal area. Any exceedance of standards at the Review Boundary shall require remediation action on the part of the permittee. V . INSPECTIONS Adequate inspection, maintenance, and cleaning shall be provided by the Permittee to insure proper operation of the subject facilities. R 2. The Permittee or his designee shall inspect the wastewater treatment and disposal facilities to prevent malfunctions and deterioration, operator errors and discharges which may cause or lead to the release of wastes to the environment, a threat to human health, or a nuisance. The Permittee shall keep an inspection Iog or summary including at least the date and time of inspection, observations made, and any maintenance, repairs, or corrective actions taken by the Permittee. This log of inspections shall be maintained by the Permittee for a period of three years from the date of the inspection and shall be made available upon request to the Division of Water Quality or other pemutting authority. 3. Any duly authorized officer, employee, or representative of the Division of Water Quality may, upon presentation of credentials, enter and inspect any property, premises or place on or related to the disposal site or facility at any reasonable time for the purpose of determining compliance with this permit, may inspect or copy any records that must be maintained under the terms and conditions of this perrrut, and may obtain samples of groundwater, surface water, or leachate. V I. GENERAL CONDITIONS This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 2. This permit is effective only with respect to the nature and volume of wastes described in the application and other supporting data. 3. This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there is a name change of the Permittee, a formal permit request must be submitted to the Division of Water Quality accompanied by an application fee, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. 4. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute 143-215.6(a) to 143-215.6(c). 5. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. 6. A set of approved plans and specifications for the subject project must be retained by the Permittee for the life of the project. 7. The annual administering and compliance fee must be paid by the Permitter within thirty (30) days after being billed by the Division. Failure to pay the fee accordingly may cause the Division to initiate action to revoke this permit as specified by 15A NCAC 2H .0205 (c)(4). 8. The Permittee, at least six (6) months prior to the expiration of this permit, shall request its extension. Upon receipt of the request, the Commission will review the adequacy of the facilities described therein, and if warranted, will extend the permit for such period of time and under such conditions and limitations as it may deem appropriate. WASTEWATER TREATMENT FACILITY CLASSIFICATION The following systems shall be assigned a Class I classification, unless the flow is of a significant quantity or the technology is unusually complex, to require consideration by the Commission on a case -by -case basis: (Check if Appropriate) 1. Facilities having treatment processes for the biotogical removal of phosphorus will be assigned a minimum classification of Class 111. .OtX34 DERNITIONS The following definitions shall apply throughout this Subchapter, (1) Activated Carbon Beds. A physlcatichemical method for reducing soluble organic material from wastewater effluent; The column -type beds used In this method will have a flow rate varying from two to eight gallons per minute per square toot and may be either uptlow or downflow carbon beds. Carbon may or may not be regenerated on the wastewater treatment plant site; (2) Aerated Lagoons. A basin in which all solids are maintained In suspension and by which biological oxidation or organic matter Is reduced through artificially accelerated transfer of oxygen on a flow -through basis; (3) Aeration. A process of bringing about intimate contact between air or high purity oxygen In a liquid by spraying, agitation or dlffuslon;(3a) Extended Aeration- An activated sludge process utifizing a minimum hydraulic detention time of 18 hours. (4) Agriculturally managed site. Any site on which a crop is produced, managed, and harvested (Crop includes grasses, grains, trees, etc.); (5) Air Stripping. A process by which the ammonium Ion Is first converted to dissolved ammonia (pH adjustment) with the ammonia then released to the atmosphere by physical means; or other similar processes which remove petroleum products such as benzene, toluene, and xylene; (6) Carbon Reganerallon. The regeneration of exhausted carbon by the use of a furnace to provide extremely high temperatures which volatilize and oxidize the absorbed Impurities; (7) Carbonaceous Stage. A slaga of wastewater treatment designed to acNeva 'secondary' effluent limits; (8) Centrifuge, A mechanical device In which cenirtfugal force Is used to separate solids from liquids or to separate liquids of d111erent dens�fas; (9) Chemical Addlllon Systems- The addition of chemical(s) to wastewater at an applicatlon point for purposes of improving solids removal, pH adjustment, alkalinity control, etc.; the capability to experiment with different chemicals and different application points to achieve a specific result will be considered one system; the capability to add chemical(s) 10 dual units will be rated as one system; capability to add a chemfcai at a different application points for different purposes will result In the systems being rated as separate systems; (10) Chemical Sludge Condhloning. The addition of a chemical compound such as Ilme, ferric chloride, or a polymer to wat sludge to coalesce the mass prior to Its application to a dewatering device; (11) Closed Cycle Systems, Use of holding ponds or holding tanks for containment of wastewater containing inorganic, non -toxic materials from sand, gravel, crushed stone or other similar operations. Such systems shall carry a maximum of two points regardless of pumping facilities or any other appurtenances; (12) Combined Removal of Carbonaceous BOO and Nitrogenous Removal by Nitrification- A single stage system required to achieve pemtft effluent limits on BOD and ammonia nitrogen within the same biological reactor; (13) Dechlorination. The partial or complete reduction of residual chlorine In a liquid by any chemical or physical process; (14) narillrffication Process. The conversion Of nitrate-nRropen to Niroeen cas: (16) Elecirodialysls. Process for removing Ionized sails from water through the use of ion -selective Ion -exchange membranes; (16) Filter Press. A process operated mechanically for panlally dewatering sludge; (17) Foam Separation. The planned frothing of wastewater or wastewater effluent as a means of removing excessive amounts of detergent materials through the inlroduction of air In the form of line bubbles; also called loam fractionation; (18) Grit Removal- The process of removing grit and other heavy mineral matter from wastewater; (19) Imhoff Tank. A deep two story wastewater tank consisting of an upper sedimentation chamber and a lower sludge digestion chamber. (20) Instrumented Flow Measurement. A device which Indicates and records rate of flow; (21) Ion Exchange. A chemical process in which Ions from two differern molecules are exchanged; (22) Land application: (a) Sludge Disposal. A final sludge disposal method by which wet sludge may be applied to land either by spraying on the surface or by subsurface injeclion (i.e., chisel plow); [not applicable for types of sludge described In (11) of this Rule]; (b) Treated Effluent. The process of spraying treated wastewater onlo a land area or other methods of app{icalfon of wastewater onto a land area as a means of [Ina) disposal or treatment; (23) Microscroon. A low speed, continuously back -washed, rotating drum lifter operating under gravity condilions as a polishing method for removing suspended solids from alllueril; (24) Nitrification Process- The biochemical conversion of unoxldizod nitrogen (ammonia and organic nitrogen) to oxidized nitrogen (usually nitrate); (25) Nitrogenous Stage. A separate stage of wastewater Irsalmenl designed for the specific purpose of converting ammonia nitrogen to nitrate nitrogen; (26) Phosphate Removal, Biological. The removal of phosphorus from wastewater by an oxidancxic process designed to enhance luxury uptake of phosphorus by the microorganisms; (27) Polishing Pond. A holding pond following secondary treatment with sufficient detention time to allow settling of finely suspended solids; (28) Post Aeration. Aeration following conventional secondary treatment units to Increase effluent D.O. or for any other purpose; (29) Post Aeration. (Cascade) A polishing method by which dissolved oxygen is added to the effluent by a nonmechanlcal, gravity means of flowing down a series of steps or weirs; The flow occurring across the steps or weirs moves in a fairly thin layer and the operation of the cascade requires no operator adjustment; thus, zero points are assigned even though this fs an essendai step to meeting the limits of the discharge permit; (30) Powdered to Granular Activated Carbon Food. A biophysical carbon process that utilizes biological activity and organic absorption by using powdered or granular activated carbon; Virgin or regenerated carbon is feed controlled Into the system; (31) PreaeraticrL A tank constructed to provide aeration prior to primary treatment; (32) Preliminary Units. Unif operations in the treatment process, such as screening and comminution, that prepare the liquor for subsequent major operations; (33) Industrial Pretreatment. (a) Pre-treatment Unit, Industrial. The conditioning of a waste at its source before discharge, to remove or to neutralize substances injurious to sawers and treatment processes or to effect a partial reduction in load on the treatment process which is operated by the same governing body as the wastewater treatment piarn being rated; b) Pre-treatment Program, Industrial - must be a State or EPA required program to receive points on the rating sheet; (34) Primary Clarifiers. The first settling tanks through which wastewater is passed In a treatment works for the purpose of removing settleable and suspended solids and BOD which Is associated with the solids; (35) Pumps, All influent, effluent and in -plant pumps; (36) Radiation, Disinfection or sterilization process utilizing devices emitting ultraviolet or gamma rays; (37) Reverse Osmosis. A imalmert process In which a heavy contaminated liquid Is pressurized through a membrane lormlrg nearly pure liquid free from suspended solids; (38) Rotating Biological Contractors. A fixed biological growth process in which wastewater flows through tanks in which a series of partially submerged circular surfaces are rotatod; (39) Sand Filters: (a) Intermittent Biological. Fitfration of effluent following septic tanks, lagoons, or some other treatment process In which further blodacomposhion €s expected to produce desired effluents; Hydraulic loading rates on these filters are computed in gpdac and have a resulting low gprnvsf (less than one); b) Recirculating biological - the same type of sand filter as defined in Subparagraph (39) (a) of this Rule with the added capability to recycle effluent back through the sand filter-, (40) Sand or Mixed -Media Filters. A polishing process by which affluent limits are achieved through a further reduction of suspended solids; (a) low rate -- gravity, hydraulically loaded Mor with loading rates In the one to throe gpmvsf range; (b) high rate -- a pressure, hydraulically loaded Mar with loading rates in the five gpmisf range; At arty rate, the loading rate will exceed three gprrdsf; (41) Secondary Clarifiers. A tank which follows the biological unit of treatment plant and which has the purpose of removing sludgas associated with the biological treatment units; (42) Separate Sludge Reaeration- A part of the contact stabilization process whore the activated sludge fs transferred to a tank and aerated before returning it to the contact basin; (43) Septic Tank. A single -story settling tank In which settled sludge Is in contact with the wastewater flowing through the tank; shall not be applicable for septic tank systems serving single family residences having capacity of 2,000 gallons or less which dscharge to a nitrification field; (44) Sludge Digestion- The process by which organic or volatile matter and sludge is gasified, tiqueliod, mineralized or converted into more stable organic matter through the activity of living organisms, which Includes aerated holding tanks; (45) Sludge Drying Beds. An area comprising natural or atifficlal layers of porous materials upon which digested sewage sludge Is dried by drainage and evaporation; (4-6) Sludge Eluidation. A process of sludge conditioning In which certain constituents are removed by successive washings with Trash water or plard effluent; (47) Sludge Gas Utlllzatior. The process of using sewage gas for the purpose of heating bulldings, driving engines, etc.; (48) Sludge Holding Tank (ABrated and Nonaerated). A lank utilized for small wastewater treatment plants not containing a digester In which sludge may be kept fresh, and supernatant withdrawn prior to a drying method (i.e. sludge drying beds); This may be done by adding a small amount of air simply to keep the sludge fresh, but not necessarily an amount that would be required to achieve stabilization of organic matter- A ncnaerated tank would simply be used to dacant sludge prior to dewatering and would not allow long periods (several days of detention) without resuhing odor problems; (49) Sludge Incinerators. A furnace designed to bum sludge and to remove all moisture and combustible materials and reduce the sludge to a slants ash; (50) Sludge Stabilization (Chemical or Thermal), A process to make treated sludge less odorous and putrascble, and to reduce the pathogenic organism contenl; This may be done by pH adjustment, chlorine dosing, or by heat treatment; (51) Sludge Thickener. A type of sedimentation tank In which the sludge Is permitted to settle and 1hick6n through agitation and gravity; (52) Stabilization Lagoon- A type of oxidation lagoon in which biological oxidation of organic matter Is effected by natural transfer of oxygen to the water from air (not a polishing pond); (52) Stand -fay Power Supply. On site or portable electrical generating equipment; (54) Static Screens. A stationary screen designed to remove solids, including non -biodegradable particulate (fioalabie solids, suspended solids and BOD reduction) from municipal and industrial wastewater treatment systems; (55) Tertlary Treatment. A stage of treatment following secondary which is primarily for the purpose of effluent polishing; A settling lagoon or sand or coal lifter might be employed for lhls purpose; (56) Thermal Pollution Control Device. A device providing for the transfer of heat from a fluid flowing In tubes to another fluid outside the tubes, or vice versa; or other means of regulating liquid tamperaturas; (57) Thermal Sludge Condlllonor. A conditioning process by which heat is added for a protracted perlod of time 10 Improve the dewaterablllty of sludge by the solubilizing and hydraulizing of the smaller and more highly hydrated sludge panicles; (53) Toxic Materials. Those wastes or combinations of wastes. Including dlssase-causing agents which after discharge and upon exposure, Ingestion, Inhalation or assimilation into any organism, either directly from the environment or indirectly by ingestion through food chains, w1 cause death, disease, behavioral abnormalities, rancor, genetic mutations, physiological malfunctions (Including malfunctions In reproduction) or physical deformations, In such organisms or their otispring; Toxic materials include, by way of liluWatlon and not Iimitatlon: lead, cadmium, chromium, mercury, vanadium, arsenic, zinc, ortho-nftro-chiorobe nzone (ONCE), polychlorinated blpheny#s (PCBs; and dlchlorodiphenyl trlchloroethane (ODT); and any other materials that have or may hereafter be determined to have toxic properties; (59) Trickling Filter. A biologleai treatment unit consisting of a material such as broken slone or rock over which wastewater is distributed; A high rate trickling filter is one which operated at between 1 D and 30 mgd per acre. A low rate trickling filter Is one which is designed to operale at one to four mgd per acre; (60) Trickling Fliter (Packed Tower). A plug flow type of operation In which wastewater flows down through successive layers of media or filtrate material; Organic material Is removed cornlnually by the active blological fixed growth In each successlve layer. This method may produce 'secondary' quality effluent, or may be adapted to produce a nitrified effluent; (61) Vacuum Flier, Centrifuges, or Filter Presses. Devices which are designed to remove excess water from eh1­*r digested or undigested sludge prior to disposal or further treatment.
