This permit is being amended to increase the wastewater treatment capacity of the subject facility from 50,000 GPD to 75,000 GPD. This permit shall be effective from the date of issuance until September 30, 2000, shall void Permit No. WQ0011313 issued March 15, 1996, and shall be subject to the conditions and limitations as specified therein. Please pay particular attention to the monitoring requirements in this permit. Box 29535, Raleigh, North Carolina 27626-0535 Telephone 919-733-5083 FAX 919-733-9919 An Equal Opportunity Affirmative Action Employer 50% recycled/ 10% post -consumer paper NORTH CAROLINA ENVIRONMENTAL MANAGEMENT COMMISSION DEPARTMENT OF ENVIRONMENT, HEALTH AND NATURAL RESOURCES RALEIGH HIGH -RATE DRIP IRRIGATION SYSTEM PERMIT In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North Carolina as amended, and other applicable Laws, Rules, and Regulations PERMISSION IS HEREBY GRANTED TO Peppertree Atlantic Beach Associates Carteret County FOR THE the continued operation and the construction and operation of a 75,000 GPD wastewater collection, treatment, and disposal facility consisting of: a wastewater collection system consisting of approximately 1,175 linear feet of 8-inch gravity sewer, and the continued operation of an existing wastewater collection system, and; the continued operation of an existing 0.05 MGD dual -train extended aeration wastewater treatment plant (previously approved as a subsurface system) consisting of an 80 GPM dual pump influent lift station providing 5,000 gallons of flow equalization, a 15,000 gallon flow equalization basin with 100 GPM dual pumps and one (1) blower, a manually cleaned bar screen, a flow splitter box, dual 25,000 gallon aeration tanks with dual 120 CFM blowers, two (2) 4,167 gallon clarifiers, two (2) 2,500 gallon aerated sludge holding tanks, two (2) 15 square foot tertiary filters, dual chlorinators with one (1) 1,345 gallon contact chamber, a 4,000 gallon effluent dosing chamber with dual 70 GPM pumps and an on -site 45 kW emergency generator, and; the construction and operation of the following to increase wastewater treatment capacity to 75,000 GPD: one (1) 50,000 gallon aeration basin, one (1) 7,700 gallon clarifier, one (1) 6,395 gallon aerated sludge holding tanks, three (3) 120 CFM blowers (one for stand-by), two (2) 15 square foot tertiary filters, and a 1,345 gallon chlorine contact chamber, and; the construction and operation of a 0.075 MGD wastewater high -rate drip irrigation facility consisting of screens added to the existing dosing chamber, a Netafim Arkal Model 40 drip irrigation control and filter unit, and all appurtenant screens, filters, pumps and distribution lines providing a drip irrigation area of 12,600 ft2 to serve; thirty-four (34) existing 1-bedroom units, eighteen (18) proposed 1-bedroom units, ninety-seven (97) existing 2-bedroom units, fifty-one (51) proposed 2-bedroom units and nine (9) existing 3-bedroom units in Peppertree Resort Villas I, II, and III, with no discharge of wastes to the surface waters, pursuant to the amendment request received September 19, 1996, and in conformity with the project plan, specifications, and other supporting data subsequently filed and approved by the Department of Environment, Health and Natural Resources and considered a part of this permit. This permit shall be effective from the date of issuance until September 30, 2000, shall void Permit No. WQ0011313 issued March 15, 1996, and shall be subject to the following specified conditions and limitations: I. PERFORMANCE STANDARDS Upon completion of construction and prior to operation of these permitted facilities, a certification must be received from a professional engineer certifying that the permitted facilities have been installed in accordance with this permit, the approved plans and specifications, and other supporting materials. Mail the Certification to the Water Quality Permits and Engineering Unit, P.O. Box 29535, Raleigh, NC 27626-0535. 2. The Wilmington Regional Office, telephone number (910) 395-3900, shall be notified at least forty-eight (48) hours in advance of operation of the installed drip irrigation facilities so that an in -place inspection can be made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. 3. The new wastewater collection lines permitted herein shall not be made tributary to the wastewater treatment facility until the existing subsurface disposal system has been properly abandoned and the new drip irrigation facilities have been completed, certified and placed into operation. 4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Perrriittee shall take immediate corrective actions, including those actions that may be required by this Division, such as the construction of additional or replacement wastewater treatment or disposal facilities. 5. This permit shall become voidable if the soils fail to adequately assimilate the wastes and may be rescinded unless the facilities are installed, maintained, and operated in a manner which will protect the assigned water quality standards of the surface waters and ground waters. The ponding of wastewater on the surface of the distribution field when the dosing cycle commences shall be considered as evidence of failure of the soils to adequately assimilate the wastewater. Additionally, such failure shall be interpreted as a violation of this permit condition. 6. The issuance of this permit shall not relieve the Permittee of the responsibility for damages to surface or groundwaters resulting from the operation of this facility. 7. The residuals generated from these treatment facilities must be disposed in accordance with General Statute 143-215.1 and in a manner approved by the North Carolina Division of Environmental Management. 8. The following buffers shall be maintained*: a) 100 feet between high -rate irrigation wetted perimeter and any habitable residence or place of public assembly under separate ownership or which is to be sold, b) 200 feet between high -rate irrigation wetted perimeter and any private or public water supply source and any streams classified as WS or B, c) 100 feet from mean high water between high -rate irrigation wetted perimeter and any "SA" or "SB" classified surface waters, d) 50 feet from normal high water between high -rate irrigation wetted perimeter and any other stream, canal, marsh, or coastal waters, e) 200 feet from normal high water between high -rate irrigation wetted perimeter and any Class I or Class II impounded reservoir used as a source of drinking water, (continued on next page) f) 200 feet between high -rate irrigation wetted perimeter and any other lake or impoundment, g) 25 feet between high -rate irrigation wetted perimeter and any Drainage systems (ditches, drains, surface water diversions, etc.) and from any groundwater lowering and surface drainage ditches, h) 50 feet between high -rate irrigation wetted perimeter and property lines, i) 50 feet between treatment units and property lines, and j) 50 feet between high -rate irrigation wetted perimeter and other treatment units and public right of ways. k) 10 feet between high -rate irrigation wetted perimeter and any building foundation *Some of the buffers specified above may not have been included in previous permits for this waste treatment and disposal system. These buffers do not apply for existing facilities and are not intended to prohibit or prevent modifications, which are required by the Division, to improve performance of the existing treatment facility. These buffers do, however, apply to modifications of the treatment and disposal facilities which are for the purpose of increasing the flow that is tributary to the facility. These buffers do apply to any expansion or modification of the drip irrigation areas and apply in instances in which the sale of property would cause any of the buffers now complied with, for the treatment and disposal facilities, to be violated. The applicant is advised that any modifications to the existing facilities will require a permit modification. 9. A usable green area shall be maintained for wastewater disposal. The green area shall have the capability of accommodating the average daily flow of the facility being served without exceeding the loading rates of the green area. A "green area", as defined in 15A NCAC 2H .0404 (g)(7), is an area suitable for waste disposal, either in its natural state or which has been modified by planting a vegetative cover of grasses or low growing shrubbery. 10. When average daily flows reach 80% of the existing constructed wastewater treatment facility's capacity, construction shall begin on the expansion of the proposed expansion. This expansion shall be complete prior to wastewater flows reaching 90% of the existing constructed wastewater treatment facility's capacity. II. OPERATION AND MAINTENANCE REQUIREMENTS 1, The facilities shall be properly maintained and operated at all times. 2. Upon classification of the facility by the Certification Commission, the Permittee shall employ a certified wastewater treatment plant operator to be in responsible charge (ORC) of the wastewater treatment facilities. The operator must hold a certificate of the type and grade at least equivalent to or greater than the classification assigned to the wastewater treatment facilities by the Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate type and grade to comply with the conditions of Title 15A, Chapter 8A, .0202. The ORC of the facility must visit the facility at least five days a week, must properly manage and document daily operation and maintenance of the facility, and must comply with all other conditions of Title 15A, Chapter 8A, .0202. During the period from April through October, inclusive, the ORC's five visits each week shall be on Monday, Wednesday, Friday, Saturday and Sunday, including holidays. Once the facility is classified, the Permittee must submit a letter to the Certification Commission which designates the operator in responsible charge within thirty days after the wastewater treatment facilities are 50% complete. 3. The application rate for the high -rate drip system shall not exceed 6.0 GPD/ft2. 4. The facilities shall be effectively maintained and operated as a non -discharge system to prevent the discharge of any wastewater outside of the high -rate drip irrigation disposal area, which result from the operation of this facility. 5. A suitable vegetative cover shall be maintained for the high -rate drip irrigation disposal area. 6. No type of wastewater other than that from Peppertree Resort Villas I and II shall be distributed onto the irrigation area. 7. If mulch is utilized on the drip irrigation area, the drip irrigation lines shall be covered with no more than 2 to 4 inches of mulch to enhance evaporation potential. 8. The drip irrigation lines shall be staked in place to prevent shifting from the designed location. 9. Adequate measures shall be taken to prevent freezing of the drip irrigation lines in cold weather. 10, Adequate measures shall be taken to divert stormwater from the high -rate drip irrigation area and to prevent wastewater runoff. 11. Diversion or bypassing of the untreated wastewater from the treatment facilities is prohibited. 12. No traffic or equipment shall be allowed on the disposal area except while installation occurs or while normal maintenance is being performed. 13. Public access to the land application sites shall be controlled during active site use. Such controls may include fences and the posting of signs showing the activities being conducted at each site. The drip irrigation area shall be fenced as indicated on the approved plans. 14. The screenings removed from the wastewater treatment plant shall be properly disposed in a sanitary landfill or by other means which have been approved by this Division. 15. An automatically activated standby power source shall be on site and operational at all times. If a generator is employed as an alternate power supply, it shall be tested weekly by interrupting the primary power source. 16. The flow measurement device shall be calibrated annually by a representative of a firm which is routinely engaged in the calibration of flow measurement devices. Records of this calibration, including all information pertinent to the calibration, shall be available during any inspection by Division staff. 18. Diffusers shall be cleaned as needed to ensure that adequate aeration is provided. Records of this maintenance shall be maintained by the permittee. 19. The chlorine tablets used in the disinfection facility shall be of the kind and type specified in the plans and specifications approved by the Division. III. MONITORING AND REPORTING RE UIREMENTS 1. Any monitoring deemed necessary by the Division of Environmental Management to insure surface and ground water protection will be established and an acceptable sampling reporting schedule shall be followed. 4 F) As an indicator of proper operation and maintenance, the facility shall produce an effluent in compliance with the following limitations: Parameter Monthly Avera ea Daily Maximumb Flow 75,000 GPD BOD5 (5-day, 20°C) 10 mg/1 NH3 as N 4 mg/1 TSS 20 mg/i Fecal Coliform 14 per 100 ml 43 per 100 ml a Monthly average shall be the arithmetic mean of all samples collected during the reporting period. b Daily maximum shall be the maximum value of all samples collected during the reporting period. During the remainder of the year, these parameters shall be monitored monthly. ** Triannually, sampling shall be conducted during February, June and October. If Groundwater sampling indicates or predicts problems with compliance with of the Groundwater Standards, this permit will be modified to include additional and/or more restrictive limitations. 3. Three (3) copies of all effluent monitoring data (as specified in condition 1I1 2) on Form NDMR-1 shall be submitted on or before the last day of March, July and November. All information shall be submitted to the following address: NC Division of Environmental Management Water Quality Section Facility Assessment Unit Post Office Box 29535 Raleigh, N.C. 27626-0535 4. A record shall be maintained of all residuals removed from this facility. The record shall include the name of the hauler, the permit authorizing the disposal or a letter from a municipality agreeing to accept the residuals, the date the residuals were hauled, and the volume of residuals removed. 5. A maintenance log shall be maintained at this facility including, but not limited to, the following items: a. Daily sampling results including residual chlorine, settleable matter, and dissolved oxygen in the aeration basin and at the clarifier weir; b . Visual observations of the plant and plant site; c. Record of preventative maintenance (changing of filters, adjusting belt tensions, alarm testing, diffuser inspections and cleanings, etc.); d . Date of calibration of flow measurement device; and e. Date and results of power interruption testing on alternate power supply. 6. Noncompliance Notification: The Permittee shall report by telephone to the Wilmington Regional Office, telephone number (910) 395-3900, as soon as possible, but in no case more than 24 hours or on the next working day following the occurrence or first knowledge of the occurrence of any of the following: a. Any occurrence at the wastewater treatment facility which results in the treatment of significant amounts of wastes which are abnormal in quantity or characteristic, such as the dumping of the contents of a basin or tank, the known passage of a slug of hazardous substance through the facility, or any other unusual circumstances; b . Any process unit failure, due to known or unknown reasons, that renders the facility incapable of adequate wastewater treatment, such as .mechanical or electrical failures of pumps, aerators, compressors, etc.; c. Any failure of a pumping station, sewer line, or treatment facility resulting in a by-pass of all or any portion of the influent to such station or facility; or d . Any time that self -monitoring information indicates that the facility is not in compliance with its permit llnntations. Persons reporting such occurrences by telephone shall also file a written report in Ietter form within 15 days following first knowledge of the occurrence. This report must outline the actions taken or proposed to be taken to ensure that the problem does not recur. I V . GROUNDWATER REQUIREMENTS The three (3) existing monitor wells, MW-1, MW-2 and MW-3 (depicted on Attachment A) shall be sampled every February, dune and October for the following parameters: NO3 Chloride Ammonia Nitrogen TDS TOC Water Level pH Fecal Coliforms Volatile Organic Compounds - In October only (EPA Method 6230D below) Method 6230D (Capillary - Column), "Standard Methods For The Examination of Water and Wastewater", 17th ed., 1989 The measurement of water levels must be made prior to sampling for the remaining parameters. The depth to water in each well shall be measured from the surveyed point on the top of the casing. The measuring points (top of well casing) of all monitoring wells shall be surveyed to provide the relative elevation of the measuring point for each monitoring well. If TOC concentrations greater than 10 mg/1 are detected in any downgradient monitoring well, additional sampling and analysis must be conducted to identify the individual constituents comprising this TOC concentration. If the TOC concentration as measured in the background monitor well exceeds 10 mgll, this concentration will be taken to represent the naturally occurring TOC concentration. Any exceedances of this naturally occurring TOC concentration in the downgradient wells shall be subject to the additional sampling and analysis as described above. If any volatile organic compounds are detected by Method 6230D, then the Wilmington Regional Office Groundwater Supervisor, telephone number (910) 395-3900, must be contacted immediately for further instructions regarding any additional follow-up analyses required. The results of all initial and follow-up analyses must be submitted simultaneously. The results of the sampling and analysis shall be sent to the Groundwater Section, Permits and Compliance Unit, P.O. Box 29535 Raleigh, N.C. 27626-0535 on Form GW-59 [Compliance Monitoring Report Form] on or before the last working day of the month following the sampling month. 2. The COMPLIANCE BOUNDARY for the disposal system is specified by regulations in 15A NCAC 2L, Groundwater Classifications and Standards. The Compliance Boundary is for the disposal system constructed after December 31, 1983 is established at either (1) 250 feet from the waste disposal area, or (2) 50 feet within the property boundary, whichever is closest to the waste disposal area. An exceedance of Groundwater Quality Standards at or beyond the Compliance Boundary is subject to immediate remediation action in addition to the penalty provisions applicable under General Statute 143-215.6A(a)(1). fn accordance with 15A NCAC 2L, a REVIEW BOUNDARY is established around the disposal systems midway between the Compliance Boundary and the perimeter of the waste disposal area. Any exceedance of standards at the Review Boundary shall require remediation action on the part of the permtttee. 3. Any additional groundwater quality monitoring, as deemed necessary by the Division, shall be provided. V . INSPECTIONS 1. Adequate inspection, maintenance, and cleaning shall be provided by the Permittee to insure proper operation of the subject facilities. 2. The Permittee or his designee shall inspect the wastewater treatment and disposal facilities to prevent malfunctions and deterioration, operator errors and discharges which may cause or lead to the release of wastes to the environment, a threat to human health, or a nuisance. The Permittee shall maintain an inspection log or summary including at least the date and time of inspection, observations made, and any maintenance, repairs, or corrective actions taken by the Permittee. This log of inspections shall be maintained by the Permittee for a period of three years from the date of the inspection and shall be made available to the Division of Environmental Management or other permitting authority, upon request. 3. Any duly authorized officer, employee, or representative of the Division of Environmental Management may, upon presentation of credentials, enter and inspect any property, premises or place on or related to the disposal site or facility at any reasonable time for the purpose of determining compliance with this permit, may inspect or copy any records that must be maintained under the terms and conditions of this permit, and may obtain samples of groundwater, surface water, or leachate. V I. GENERAL CONDITIONS 1. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 2. This permit is effective only with respect to the nature and volume of wastes described in the application and other supporting data. 3. This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there is a name change of the Permittee, a formal permit request must be submitted to the Division of Environmental Management accompanied by an application fee, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. 4. The subject wastewater treatment and disposal facilities shall be connected to an operational publicly owned wastewater collection system within 180 days of its availability to the subject facilities, if the subject wastewater treatment or disposal facilities are in noncompliance with the terms and conditions of this non -discharge permit or the governing statutes or regulations. Prior to the initiation of these connection activities, appropriate approval must be received from this Division. 5. The annual administering and compliance fee must be paid by the Permittee within thirty (30) days after being billed by the Division. Failure to pay the fee accordingly may cause the Division to initiate action to revoke this permit as specified by 15A NCAC 214.0205 (c)(4). 6. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to an enforcement action by the Division of Environmental Management in accordance with North Carolina General Statute 143-215.6(a) to 143-215.6(c). 7. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. 8. A set of approved plans and specifications for the subject project must be retained by the Permittee for the life of this project. 9. The Permittee, at least six (6) months prior to the expiration of this permit, shall request its extension. Upon receipt of the request, the Commission will review the adequacy of the facilities described therein, and if warranted, will extend the permit for such period of time and under such conditions and limitations as it may deem appropriate. The DEVELOPER has applied to the COMMMISSION for the issuance of a permit pursuant to G.S.`Y43 21a.1 to construct, maintain, and operate the Disposal System. a 4. The DEVELOPER has created or shall create unit ownership in said dwellings units, other improvements - and lands through filing of a Declaration of unit Ownership (hereinafter Declaration), pursuant to dapter 47C of the North Carolina General Statutes. �. The DEVELOPER has caused to be formed or will cause to be formed at the time of filing of the Declaration, the Peppertree Resort Villas Owner's Association (hereinafter Association) a non-profit corporation organized and existing under and by the virtue of the laws of the State of North Carolina, for the purpose, among others, of handling the property, affairs and business of the Development; of operating, maintaining, re -constructing and repairing the common elements of the lands and improvements subject to unit ownership, including the Disposal System; and of collecting dues and assessments to provide funds for such operation, maintenance, re -construction and repair. 6. The COMMISSION desires to assure that the Disposal System of the Development is properly constructed, maintained and operated in accordance with law and permit provisions in order to protect the quality of the waters of the State and the public interest therein. NOW, THEREFORE, in consideration of the promises and the benefits to be derived by each of the parties hereto, the COMMISSION and DEVELOPER do hereby mutually agree as follows: I . - The DEVELOPER shall construct the Disposal System in accordance with the permit and plans and specifications hereafter issued and approved by the COMMISSION; and shall thereafter properly operate and maintain such systems and facilities in accordance with applicable permit provisions and law. 2. The DEVELOPER shall not transfer ownership and/or control of the Disposal System to the Association until construction has been completed in accordance with the permit and approved plans, and the staff of the Division of Environmental Management has inspected and approved of the facilities. In order to change the name of the permit holder, the DEVELOPER must request that the permit be reissued to the Association. The request must include a copy of the Association Bylaws and Declaration. �. The DEVELOPER shall not transfer, convey, assign or otherwise relinquish or release its responsibility for the operation and maintenance of its Disposal System until a permit has been reissued to the DEVEI.OPER's successor. 1,400 copits of this document were printed at a cost of 540.46, or 5O.029 per copy. 7`� 4, The DEVELOPER shall provide in the Declaration and Association Bylaws that the Disposal system and appurtenances thereto are part of the common elements and shall thereafter be properly maintained and operated in conformity with law and the provisions of the permit for construction, operation, repair, and maintenance of the system and facilities. The Declaration and Bylaws shall identify the entire wastewater treatment, collection and disposal system as a common element which will receive the highest priority for expenditures by the Association except for Federal, State and local taxes, and insurance. 5. The DEVELOPER shall provide in the Declaration and Association Bylaws that the Disposal System will be maintained out of the common expenses. In order to assure that there shall be funds readily available to repair, maintain or construct the Disposal System, beyond the routine operation and maintenance expenses, the Declaration and Association Bylaws shall provide that a fund be created out of dhe common expenses. Such fund shall be separate from the routine maintenance allocated For the faciLty and shall be part of the yearly budget. 6. In the event the common expense allocation and separate fund are not adequate for the construction, repair, and maintenance of the Disposal System, the Declaration and Association Bylaws shall provide for special assessments to cover such necessary costs. There shall be no limit on the amount of such assessments, and the Declaration and Bylaws shall provide that such special assessments can be made as necessary at any dme. 7. If a wastewater collection system and wastewater treatment and/or disposal facility provided by any city, town, village, county, water and sewer authorities, or other unit of government shall hereinafter become available to serve the Development, the DEVELOPER shall take such action as is necessary to cause the existing and future wastewater of the Development to be accepted and discharged into said governmental system, and shall convey or transfer as much of the Disposal System, and such necessary easements as the governmental unit may require as condition of accepting the Developments wastewater. Recognizing that it would be contrary to the public interest and to the public health, safety and welfare for the Association to enter into voluntary dissolution without having made adequate provision for the continue proper maintenance, repair and operation of its Disposal System, the DEVELOPER shall provide in the Association Bylaws that the Association shall not enter into voluntary dissolution without first having transferred its said system and facilities to some person, corporation or other entity acceptable to and approved by the CONMSSION by the issuance of a permit. 9. The agreements set forth in numbered paragraphs 1, 2, 3, 4, 5, b, 7, and S above shall be conditions of any permit issued by the COMMISSION to the DEVELOPER for the construction, maintenance, repair and operation of the Disposal System. 10. The process of removing grit and other heavy mineral matter from wastewater: (19) Imhoff Tank. A deep two story wastewater tank consisting of an upper sedimentation chamber and a lower sludge digestion Chamber, (20) Instrumented Flow Measurement. A device which Indicates and records rate of flow; (21) Ion Exchange. A chemical process in which ions from two different molecules are exchanged; (22) Land application: (a) Siudge disposal. A linal sludge disposal method by which wat sludge may be applied to land either by spraying on the surface or by subsurface injection (Le- chisel plow); (not applicable for types of sludge described In (11) of this Rule]; (b) Treated Effluent. The process of spraying treated wastewater onto, a land area or other methods of application of waslawater onto a land area as a means of final disposal or treatmom; (23) Microscreen. A low speed, continuously back -washed, rotating drum filter operating under gravity conditions as a polishing method for removing suspended solids from effluent; (24) Nitrification Process. The biochemical conversion of unoxidized nitrogen (ammonia and organic nftrogen) to oxidized nitrogen (usually nitrate); (25) Nitrogenous Stage. A separate stage of wastewater treatment designed for the specific purpose of convening ammonia nitrogen to nitrate nilrogam (26) Phosphate Removal, Bic€ogical- The removal of phosphorus from wastewater by an oxiclanoxic process designed to enhance luxury uptake of phosphorus by the microorganisms; (27) Paflshring Pond. A holding pond following secondary treatment with sufflclenr detention time to allow settling of finely suspended solids; (28) Post Aeratior. Aeration fallowing conventional secondary treatment units to increase effluent D.O. or for any other purpose; (29) Post Aeration. (Cascade) A polishing method by which dissolved oxygen Is added to the effluent by a nonmechanical, gravity means of flawing down a sarias of steps or weirs; The flow oczirring across the steps or weirs moves in a fairly thin layer and the operation of the cascade requires no operator adjustment; thus, zero points are assigned even though this Is an essential step to meeting the limits of the discharge permit; (30) Powdered to Granular Activated Carbon Feed. A biophysical carbon process that utllizes biological activity and organic absorption by using powdered or granular activated carbon; Virgin or regenerated carbon is feed rantrofied Into the system; (31) Preaeration, A lank constructed to provide aeration prior to primary treatment; (32) Preliminary Units. Unit operations in the treatment process, such as screening and comm(nution, that prepare the liquor for subsequent major operations: (33) Industrial Pretreatment. (a) Pre-treatment Unit, Industrial.
