7SIS CERTIFICATION is issued in conformity with the requirements of
Section 401 Public Laws 92-500 and 95-217 of the United States and
subject to the North Carolina Division of Environmental Management
Regulations in 15 NCAC 2H, Section .0500 to Adams Bilt Om pany pursuant
to an application filed on the 31st day of March, 1987 to culvert a
small stream for construction of parking lots at Brentwood Square
Slopping Center.
The Application provides adequate assurance that the discharge of
fill material into a wetlands area adjacent to the waters of a tributary
to Marsh Creek in conjunction with the proposed stream culverting in
Wake County will not result in a violation of applicable Water Quality
Standards and discharge guidelines. 7herefcre, the State of North
Carolina certifies that this activity will not violate Sections 301,
302, 303, 306, 307 of PL 92-500 and PL 95-217 if conducted in accordance
with the application and conditions hereinafter set forth.
Condition(s) of Certification:
1. That the activity be conducted in such a manner
as to prevent significant increase in turbidity
outside the area of construction or construction
related discharge (increases such that the
turbidity in the Stream is 50 IM's or less
are not considered significant).
2. That appropriate sedimentation and erosion control
measures shall be employed to minimize turbidity
and siltation impacts from the project.
Violations of any condition herein set forth shall result in
revocation of this Certification.
This Certification shall became null and void unless the above
conditions are made conditions of the Federal Permit.

Public Notice of Application for
Water Quality Certification
The North Carolina Division of Environmental Management
of the Department of Natural Resources and Community
Development has received an application from Adams-Bilt
Company, 3300 Drake Circle, Raleigh, NC for a Water Quality
Certification pursuant to Section 401 of the Federal Clean
Water Act as amended. The activity for which the
certification is sought is the culverting of an unnamed
tributary to Marsh Creek. Approximately 500 feet of a small
stream is intended to be culverted to facilitate
construction of a shopping center expansion for Brentwood
Square at 4050 Atlantic Avenue in Raleigh, Wake County.
The public is invited to comment on the impact of the
proposed project on water quality. A copy of the
application may be inspected at the Department's office in
Raleigh, Archdale Building, 512 N. Salisbury Street, Room
923 or the Raleigh Regional Office, 3800 Barrett Drive,
Raleigh, N.C., during normal work hours. Comments must be
submitted in writing no later than April 25, 1987. Any
comments should be addressed to the N.C. Division of
Environmental Management, Water Quality Section, P.O. Box
27687, Raleigh, N.C. 27611. Any questions regarding the
