Dear Mr. Leonard:
Reference is made to your request for rescission of the subject Distribution of Residual Solids (503
exempt) Permit. Staff from the Asheville Regional Office has confirmed that this Permit is no longer
required. Therefore, in accordance with your request, Distribution of Residual Solids (503 exempt)
Permit No. WQ0010690 is rescinded, effective immediately.

If in the future, you wish again to operate a non -discharge system, you must first apply for and receive a
new Distribution of Residual Solids (503 exempt) Permit. Operating a non -discharge system without a
valid Distribution of Residual Solids (503 exempt) Permit will subject the responsible party to a civil
penalty of up to $25,000 per day.
