Box 1150, Fayetteville, NC 28302-1150 -Telephone (910) 437-0208 -Fax (910) 486-1959 Construction of this project will require impacts to waters of the United States in the Lumber River Basin. This project is located in the 03040206 Hydrologic Unit; subbasin 03-07-58. SR-1927 was improved to paved road status several years ago. The pavement extends 1.21 miles from NC 130 to the end of this project. The primary land use in this area is forestry with minor rural residential. A borrow pit is located along Sta. 15+00 outside of the NCDOT Right-of--Way. Stream Crossing #1 is located at Sta. 11+25. Currently, there is a 32 LF 15" RCP that conveys the UT to White Marsh Swamp. The contributing drainage area is comprised of forested and agricultural fields. The UT is an excavated ditch that has intermittent flow. The existing culvert will be removed and a 52 LF 30" RCP will be installed. Although this channel experiences intermittent flow, the culvert will be buried 6 inches to provide passage for aquatic life movement. Wetland Crossing #1 will impact 6509 ft2 or 0.15 acres in size and must be filled between Sta. 18+85 to 22+85. This area is located along the right side of the project within the powerline easement. Right of way maintenace equipment has created significant ruts along this section. Red maple, gallberry, and wax myrtle dominated the wetlands with giant cane appearing along the edges. Leon soils (Hydric) were verified along with wetland hydrology. RESOURCE STATUS This project will impact a total of 0.15 acres of non-riverine wetlands. In general, there will be minor impacts proposed as a result of the replacement of culverts along SR-1927 in Columbus County. Approximately 0.15 Ac. of wetland impacts are expected, along with 20 LF of stream impacts. A Nationwide Permit #14 / NCDENR 401 WQC 3404 is required for the project. Endangered Species: Plants and animals with Federal classification of Endangered (E) or Threatened (T) are protected under provisions of Section 7 and Section 9 of the Endangered Species Act of 1973, as amended. As of January 29, 2004, the U.S. Fish and Wildlife Service lists five federally protected species for Columbus County. Federally Protected Species fcr (^:nlnmhnc (~rnmty SCIENTIFIC NAME COMMON NAME STATUS Acipenser brevirostrun~ Shortnose Sturgeon E Picoides borealis Red-cockaded woodpecker E Menidia extensa Waccamaw Silverside T Thalictru~n cooleyi Cooley 's nteadowrzre E' Lysimachia asperulaefolia Rough-leaved loosestrife E "E" denotes endangered (a species that is in danger of extinction throughout all or a significant portion of its range). T(S/A)- Threatened due to similarity of appearance, a species that is threatened Due to similarity of appearance with other rare species and is listed for its Protection. These species are not biologically endangered or threatened and Are not subject to Section 7 consultation. A biological conclusion of "No Effect" was reached for all species during the November 8, 2006 survey for protected species. Protected species were not identified, nor, was the general habitat for each species identified. REGULATORY APPROVALS Application is hereby made for a Department of the Army Nationwide Permit 14 / NCDENR 401 WQC 3404 as required by the above-described activities. The National Register was reviewed in addition to conducting a field view of the project for significant historic features. The project impacts are minor in nature and should not remove or degrade existing water quality uses. Pipe sizes proposed should address most flooding concerns, but they will not eliminate the potential to flood. Attached is a Preconstruction Notification Form, plan sheets, marked county road map, quad location map and photographs.
