This letter is in reference to your permit renewal application received April 16, 2018. During the
May 2, 2018 site visit, Steve West of the Wilmington Regional Office noted that the subject facility meets
the deemed permitted requirements in 15A NCAC 02T .1003(a)(3), which means that an individual non -
discharge permit is not required if:
"Recycling of wash and rinse water at vehicle wash facilities provided the wastewater is
contained within concrete, steel or synthetic structures (i.e., not including earthen basins),
all vehicle washing is conducted under roof and there are no precipitation inputs (direct or
indirect), and the facility develops and maintains a spill control plan in the event of a
wastewater release."
Since the subject facility meets the requirements of this rule, the facility is considered deemed
permitted, and an individual non -discharge permit is not required. Accordingly, Permit No. WQ0008963
is rescinded, effective immediately.
