Dear Mr. Lewis:
Reference is made toward rescission of the subject State Permit. Staff of our
Asheville Regional Office have confirmed this site has never been used for a land
application site and that this NonDischarge Permit is no longer required. State Permit No.
WQ0007511 is rescinded, effective immediately.
If in the future you wish to again operate a Sludge/Land Application type of
nondischarge wastewater treatment system, you must first apply for and receive a new
State Permit. Operating without a valid State Permit will subject the facility to a civil
penalty of up to $10,000 per day.

I visited subject site on October 31, 1996. It did not appear to
have been used as an application site. Several previous
inspections also suggested that the site had not been used.
Information supplied by Case Farms (and also Breeden, Case Farms'
predecessor) during all inspections was that the site had not
been used.
Case Farms reportedly maintained the site in case their byproduct
company became unable to receive their sludge.
Revocation o£ the permit is recommended in accordance with the
Cotilpaz�y' s request .

permit is no longer needed, State Permit No. WQ0007511 will be rescinded.

This annual fee is required by the North Carolina Administrative Code for the cost of administering
and compliance monitoring for an environmental permit. This is not a renewal fee or a penalty.
It is required of any person holding a permit for a treatment facility for any time during the
annual fee period, regardless of the facility's operating status. Failure to pay the fee by the due date
will subject the permit to revocation. Operation of a treatment facility without a valid permit is a violation
and subject to a $10,000 per day fine. If the permit is revoked and you later -decide a permit is needed, you
must reapply, with the understanding the permit request may be -denied due to changes in environmental,
regulatory, or modelling conditions. If you do not wish to continue to hold the permit referenced on the front
