The certification is incomplete because no seal from a North Carolina Professional Engineer was affixed to it. Normally, the subject certification would not be accepted by the Division, and would be returned to you as incomplete. However, due to an unforeseen delay in reviewing this certification, the Division will acknowledge receipt and acceptance of this Engineers Certification only based on the North Carolina Professional Engineer signature and registration number. Please be advised, that the Division of Water Quality requires every Engineering Certificate of Completion to be both signed and sealed by a North Carolina Professional Engineer. It was determined at that time that the construction has been accomplished with very little change in the original plans. Minor changes, not affecting the final quality of the pretreated wash water, had been made by the owner and contractor. These changes were normally related to the finishing of the concrete, installation of the scour pad, construction of the steam/wash shed, and construction of the block wall, I agree with all changes made during construction. In accordance with the original plans, the pad is graded in such a manner as to keep all wash water within the pretreatment system. Washing of the largest equipment that will be cleaned at the site was observed during the final inspection. No wash water was leaving the pad, except through the pretreatment facility. Flow into the lagoon was as big as is to be expected during washing operations. A bucket sample was taken at the outlet point to the lagoon. There appeared to be no contamination in the sample. There was no visual evidence of petroleum product nor was there any smell in the sample. Also, t;.ie oil/water interceptor (separator) was inspected. The primary compartment had a small amount of product on the surface (after 3 days usage) but the secondary compartment was free of any evidence of contamination. It was apparent, at the time of the inspection, that the system was working as intended, All the primary grading of the surrounding earthwork had been completed with only the seedbed preparation remaining, and the seeding. It was my understanding, from the contractor, that the seeding and mulching would be accomplished within the week. Grading was such that all unpolluted surface water would be eliminated from the system. Based on certification from the contractor, the following was accomplished during construction: 442112 East Main Street, Suite 8 — RO. As also required by Condition #12, a copy of this certification should he mailed to the Water Quality Perrnits and Engineering Unit, RO, Box 29535, Raleigh, NC 27626-0535, Jm T.
