Upon the recommendation of the Fayetteville Regional Office, this permit will be
removed from our computer tracking systems, effective immediately. This permit was
reissued as State Permit No. WQ0012192 on March 21, 1996. State Permit No.
WQ0007008 is no longer required.
By copy of this memo, I am requesting the Budget Office to clear all pending billings

The sewer lime to serve the Uwharrie Regional Recycling Complex west of
Troy has now been completed. However, the scale house located at the old
vertical landfill on the west side of SR 1137 is still in use. This structure
includes a single restroom for workers in that part of the facility. Due to
the expense of installing a force main under the highway to connect this
facility to the new sewer line, the County has requested continued approval of
the pump and haul operations. A nitrification trench was suggested for this
now reduced volume. However, the scale house location is near a monitoring
well and the applicant is concerned over the possibility of contaminating that
well.
Permit No. WQ0007008 was originally issued on September 21, 1992 for the
pump and haul operation which at the time included a considerable amount of
washdown water. It has expired been reissued several times. The most recent
expiration date was February 21, 1996. on February 20, 1996, a faxed permit
application was received in the FRO, requesting reissuance of the permit.
However, the application fee and original request was not received until March
15, 1996. An amended application was received March 21, 1996, indicating the
reduced flows since wastewater has been removed. flue to the time lag, the
existing permit number will not be reissued.
The scale house in question is part of the old vertical landfill, which
will be permanently closed no later than April 30, 1997. This closure is due
at least in part to requirements of the Solid and Hazardous Waste Branch.
After landfill closure, there will obviously be no further need for the scale
house or this permit. The applicant has indicated that waste flow in this
system is extremely low, and that pumping the 1200 gallon tank is required
about every three weeks. Considering the cost of connecting to the sewer, it
seems reasonable to issue the requested pump and haul permit. The Town of Troy
has agreed to continue accepting this wastewater.
