This certification is being issued to modify Attachment A by allowing 350 dry tons of sludge to be applied annually and Attachment B with 131.0 acres of additional land and deleting 77.6 acres, for a total of 256.4 acres. Please replace the existing Attachment A and B of Permit No. WQ0006984 with these modified Attachments (A and B). Note that only the vicinity and buffer maps for any new land application sites are ittached to the modified Attachment B. It is the Permittee's responsibility to ensure that a complete permit is created by inserting the modified Attachment A and B and vicinity and buffer maps into Permit No. WQ0006984, previously issued on December 6, 2005, and making sure to retain any vicinity and buffer maps for any existing and unmodified land application sites. These modified Attachments shall be effective from the date of certification; shall void the previousely issued Attachments for the subject permit and shall be subject to the conditions and limitations as specified therein and well as those specified in the above -referenced permit. Please note that the subject permit will be regulated by the new 2T rules when the permit comes up for renewal in 2009. One of the new requirements regards Sodium Adsorption Ratio (SAR). The new 2T rule states that if any of the residuals generated by this permit contain a high salt content (i.e., SAR of ten (10) or higher), the Permittee shall obtain and implement recommendations from the local Cooperative Extension Office, the Department of Agriculture and Consumer Services, the Natural Resource Conservation Service, a North Carolina -licensed Soil Scientist, or other agronomist regarding sodium application rate, soil amendments (e.g., gypsum, etc.) or other ameliorative mechanism for maintaining the integrity of the site in terms of suitability for land application of residuals and also maintaining conditions conducive to crop growth. The Permittee shall maintain written records of each monitoring event that includes details of the sites covered and rate of soil amendment application. As the most recent calculation for DELTA'S SAR is greater than 20, our Office suggests that you consider monitoring the fields very closely. This request shall be in the from of a written petition, conforming to Chapter 150E of the North Carolina General Statutes and filed with the Office of Administrative Hearings at 6714 Mail Service Center, Raleigh, North Carolina 27699-6714.
