Foreman, Jr. Carteret County Project setting Coastal Science & Engineering, on behalf of Mr. Frank S. Best, submitted the attached application on 14 December 2006 to be processed as a CAMA Major permit, for the construction of a residential dock. The project site is located at lots 12, 13, 3, and 4 block 149 on Shackleford Street on Bogue Sound in the Town of Morehead City in Carteret County, North Carolina. The site is in an established residential area of the Town of Morehead City. The property is comprised of two 50' wide lots with a total area of a 0.572 acres. The site is stabilized with ±195' of concrete bulkhead. The bulkhead forms a peninsula of land that juts out into Bogue Sound on the west side of the site resulting in a length of bulkhead that exceeds the width of the property. The only other structures on the property are atwo-car garage on the east side of the site and a brick barbeque pit on the east side. The site is vegetated with lawn grass and a single pine tree. The site is bordered on the east side by a 10' wide designated alley, which is Town of Morehead City property. The developed properties on both sides of the applicant's property have single-family residences with bulkheads and are vegetated with lawn grass and ornamental shrubs. The adjacent properties have piers with slips and a line was drawn between the two adjacent piers at the waterward end to establish the limit of construction for the proposed pier on the applicant's property. The water depth at the terminal end of the proposed pier is ±2' below the mean low water level. During my 4 October 2006 site visit, I did not note the presence of any SAV around the existing piers or in the area of the proposed pier. The site is approximately 5.3' above the normal high water level. Bogue Sound in this area is classified SA-HQW by the Environmental Management Commission and is open to shellfishing. Project description The applicant proposes to construct a 6' wide by 125' long pier that includes a 16' by 24' platform at the waterward end, and three finger piers; two at 3' by 45', and one at 4' by 27'. The proposed structure will have 4 defined slips. Two of the slips will have 15' wide by 17' long uncovered boatlifts, and the other two slips will be 18' wide by 45' long wet slips that include two spring line pilings between the slips. Anticipated impacts Approximately 1,416 ft2 of sound bottom will be shaded by the construction of the pier. The project will result in localized turbidity as a result of the construction. The total square foot impact of the pier and mooring facility will be ±4,750 ft2. David W. The applicant proposes to construct a new residential dock. The site can be reached by going east on N.C. highway 70, turning right onto 12th St, and turning right onto Shackleford St; property adjacent to 1201 Shackleford St. (see Sheet 1 of 5 drawings). The site is currently developed with a garage on the upland portion, and existing bulkhead along the shoreline. The property has approximately 195 linear feet of estuarine shoreline on Bogue Sound measured along the property line (see sheet 2 of 5) PROJECT DESCRIPTION The project consists of the following element: • Construction of a residential dock EXISTING CONDITIONS The site is currently developed with a garage on the upland portion with an existing bulkhead along the shoreline. The property has approximately 195 linear feet of estuarine shoreline on Bogue Sound measured along the property line (see sheet 2 of 5). There is no evidence that a dock existed prior to this application. Submerged aquatic vegetation (SAV) and wetlands are nonexistent along the shoreline of the property. No stormwater management or additional stormwater measures will be required for this project. METHODS OF CONSTRUCTION Dock components will be of timber frame construction. Dock installation will be by conventional marine construction methods with floating barge and crane. PROJECT SCHEDULE Construction of dock will be initiated as soon as the CAMA permit is issued. COMPLIANCE WITH TOWN OF MOREHEAD CITY ZONING AND CAMA LAND USE PLAN The property is within the planning jurisdiction of the Town of Morehead City. Zoning is R5S residential. The construction will be consistent with the current zoning. The site is classified "Developed" by the Town of Morehead City CAMA Land Use Plan. COMPLIANCE WITH THE N. C.
