This certification is being issued to modify Attachment B to approve an additional 656.8 acres to the existing residuals land application program. Please replace the existing Attachment B of Permit No. WQ0006101 that was previously certified on April 7, 2003, with this modified Attachment B. Note that only the vicinity and buffer maps for any new and modified land application sites are attached to this modified Attachment B. It is the Perrnittee's responsibility to ensure that a complete permit is created by inserting this modified Attachment B and vicinity and buffer maps into Permit No. WQ0006101 issued on May 12,2003, and making sure to retain any vicinity and buffer maps for any existing and unmodified land application sites. List the sites/felds that lack any of the above information and request additional information on the missing information. The soil map has at least the predominant soil series name (or mapping unit) clearly visible with fields clearly marked. Verify that the soil and site/field features in the field are consistent with those described in the Soils Report. Also, please note if any significant irregularities exist between the information presented in the soils report and that published in the appropriate county soil survey. Sites with altered hydrology (artificial drainage): In order for an applicant to improve the site's suitability to receive residuals, the applicant must make a demonstration to the Division that the natural hydrology has been sufficiently altered to permit such application activities. Such a demonstration may include groundwater modeling, or two years worth of water table monitoring prior to any application taking place. The applicant can initially submit a site/field for approval with seasonal restrictions being applied. The applicant can then request a modification based on additional data or modeling results that demonstrate that sitejfield restrictions might be lifted. c. Consideration of soil series for seasonal conditions: Use the following criteria to determine if any seasonal restrictions (SR) on residuals application should be applied to the site/field based on the predominance of a particular soil series/type (in site/fields where more than one soil series/type are present): • If less suitable soils are buffered out, then the site/field can be applied upon based on the restrictions of the remaining less suitable, or if no marginal soils are present, the more suitable soils. • If less suitable soils are not buffered out, then the entire site/field should be governed by those restrictions appropriate to the less suitable soils. Please note that small areas of unsuitable soils, too small to show up on most soils maps (less than 1/ acres approx.), commonly occur within areas of much more suitable soils. It is impractical to require that all these areas be identified and buffered out. List below the sires/fields that have been determined to have a seasonal restrictions. Please designate the type of restriction besides the fieldlsite number. Attach additional sheets, if necessary. Acceptable pH range for most crops is from pH 6 to 9. Liming at recommended rate should be required if the pH is below 6 or gypsum application should be required if it is above 9. Most North Carolina soils are acidic and should require liming.
