Subject: Rescission of Permit No. WQ0005859
Mercer Env - A Sludge WWTP's
Onslow County
Reference is made toward rescission of the subject Groundwater Remediation Permit.
Staff of the Wilmington Regional Office have confirmed that this NonDischarge Permit is
no longer required. Therefore, State Permit No. WQ0005859 is rescinded, effective
immediately.
If in the future you wish to again operate under a nondischarge wastewater treatment
system, you must first apply for and receive a new State Permit. Operating without a
valid State Permit will subject the facility to a civil penalty of up to $10,000 per day.
Within 60 days of this rescission, the following must be performed: the existing
monitoring wells must be abandoned in accordance with 15A NCAC 2C .0113
(Abandonment of Wells). A Well abandonment record (form GW-30) must be submitted
and approved before the abandonment of the monitoring wells. I would suggest that you
contact Charles Stehman, Groundwater Regional Supervisor, Wilmington Regional Office
at 910/395-3900, concerning this requirement.
