Dear Mr. Bostic:
This will provide a summary you with this Office's position
relative to the unallocated capacity at NTW&S after the recent
reductions in taps and consequently in the expected flows for the
following Nondischarge Permits: 9431, 10456, 10623, 13337, 13595
and 13652; and rescission of Nondischarge Permits 13785, 15338,
and WQ0000990. As of this date the permitted capacity at NTW&S is
0.629 MGD. The adjusted total of the flows approved for
connection to the system is 0.488 MGD (exclusive of increases for
the projects proposed at North Shore Country Club and the Village
of Stump Sound). This results in an unallocated capacity of 0.141
MGD. This volume may be allocated by NTW&S to future projects.
If the facility at NTW&S were in compliance with the terms
and conditions of Water Quality Permit No. WQ0005849 and there is
unallocated capacity available; it is reasonable to assume that
this Office could provide a favorable recommendation for the
issuance of permits for the sewers to serve future projects. The
decision regarding the allocation of sewerage capacity is solely
the responsibility of NTW&S. Any application for sewers to serge
any project must either be submitted by NTW&S or be accompanied
by a letter from NTW&S agreeing to accept a specified volume of
wastewater from the project.
