Hunt, Jr., Governor Wayne McDevitt, Secretary Division of Water Quality November 20, 1998 Mr. David E. Kelly, II Public Works Director Town of Yaupon Beach 518 Yaupon Drive Yaupon Beach, North Carolina 28465 Subject: Request to Increase Spray Application Rate Yaupon Beach Wastewater Treatment Facility Brunswick County Dear Mr. Kelly: / • • NCDENR NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESC)URCES RF C V` N 0 V ' : Y Condition No. H.4. of Permit No.- VQ0005790 reissued August 29, 1997, allows the Town to irrigate an 80 foot wide strip along the south and east sides of the infiltration basin at a rate of 104 inches per year. The condition further allows the Town to request increased loading based on records of the irrigation activity and performance of the system. A request has now been submitted for increasing the application rate. It is understood that as of November 16, 1998, 100 inches have been applied during the calendar year with no ponding or runoff. It appears that the site can accept effluent at a higher rate. Application may, therefor, be increased to three inches per week provided that there is no runnoff and only instantaneous ponding- This increased rate may be continued if it can be done successfully. An application has been received for modification of the wastewater irrigation facilities. The construction of the new facilities will result in reconfiguration of the subject irrigation site and may impact the application rate due to infiltration from the adjacent storage pond. Further, the permit may contain different application rates for the site. Therefore, this approval for increasing the irrigation rate will not be valid upon construction of the new facilities. Please call me if you wish to discuss this matter further.
