Closed Loop Recycling Permit Modification Tax Exemptions for Wastewater Recycling Jackson County Dear Mr. Pope: In a letter dated December 22, 1994, from Mr. Scott Readling, of Packaging Corporation of America, the Division was asked about the modification of the existing recycle Permit No.WQ0005207, to include the recent Jackson Paper Manufacturing Company recycle modifications, and for information to receive tax exemptions for the wastewater recycling equipment. From the information submitted with this letter, it is understood Jackson Paper Manufacturing Company has achieved a "zero effluent discharge" through the implementation of wastewater reuse and recycling systems. In a phone call between Mr. Scott Readling and the Division's Mr. John Seymour, on May 12, 1995, Mr. Readling instructed the Division's response be made to you, since Packaging Corporation of America has sold the subject facilities to Jackson Paper Manufacturing Company and the permit amended to reflect this name change. To include the proposed recycle modifications in the subject permit, Jackson Paper Manufacturing Company must submit a formal permit application to the Division, to include a fee and pians with specification which identify the modifications requested. Mr. Readling's submitted information did not include enough detail, or a fee, for the modifications to be included as part of the recent permit name change request, received March 30, 1995. For consideration on receiving tax exemptions, for all wastewater recycling equipment, application must be made to the Division's Asheville Regional Office, 7041251-6208. However, the Regional Office can not provide the necessary documents until the subject wastewater recycling equipment is included as part of a permit issued by the Division.
